PUBLIC HEARING - Application 10-03Z- Town of Redding, 100 Hill Road - Deliberations for Special permit and Site Plan Review for Community Center Athletic Field
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to open the public hearing at 7:30. Carried unanimously.
Robert Flanagan, Zoning Enforcement Officer, presented the application regarding field improvements to the Commission. A list of 13 items was entered into the record as part of the file. Also entered into the record was a letter from Milone & MacBroom, received and dated November 10, 2010.
Barry Blades, of Blades and Goven, gave a brief presentation of the proposed renovation and expansion of Field 2 at Redding Community Center. Mr. Blades provided photographs for project location and orientation.
The field in question is presently undersized for full size football or soccer games, at 300’ X 170”. The proposed expansion would bring it to 360’ X 195’, with runoff 390’ X 215’. There is currently a sloping condition on the west side, wetlands to the north and infrastructure issues. Part of the proposed plans are to convert the field from natural grass to artificial turf to address current drainage problems, eliminating rainouts and the need to take the field out of service from flood conditions. Earthwork will also be done, and any material removed will be taken off site. The existing well system is located south of the field and will have to be replaced, with new water storage tanks installed as well. There will be minor clearing on the northern end of the field and new plantings
installed, already approved by the Conservation Commission. A small building will be moved approximately 40-50 feet, and an access way will also be replaced.
A letter received from LandTech on or about November 1, 2010, was submitted and stated that work associated with the field will not impact an area between the field and Gallows Hill Road Extension. Town Sanitarian Doug Hartline is comfortable with LandTech’s findings. This project will not increase drainage flow to the west or over burden the current system.
Commission members had questions as to where the fill material removed from the site would be taken, and if the contractor could certify that the material would be legally disposed of. There will be some rock excavation done and no blasting as proposed.
Mr. Blades addressed the Milone and MacBroom letter point by point.
Jim Rotundo, Rotundo Engineering LLC, addressed drainage concerns and showed drainage analysis maps and explained that the basis of the design is a split system that creates a 0% increase in flow. Expressed in the Milone and MacBroom letter were concerns that additional time was needed to review information not yet available that would have to be presented at a continuation of the public hearing.
Farouk Rhymaun, 9 Gallows Hill Road Extension, expressed concerns with increased noise if the field is closer to his property, field size, wetland issues and water quality that was already made worse by previous field construction in that area. Mr. Blades could not address the water quality issue but stated that he did not think the noise would increase that much.
Correspondence from the Health Department found the application acceptable after review and the Planning Commission endorsed the plan at their October 26, 2010 meeting.
Don Takacs, Chairman of the RAFC, stated that the project as a whole was sensitive to all involved, including neighbors. Mr. Takacs also made comments with regard to increased field play time, sensitivity to the environment and that there were no plans for a grand stand or lighting. There will be no cost to the town as the project is being privately funded through donations and fundraising.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to continue the public hearing to December 8, 2010. Carried unanimously.
