Present: Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary; Joe Ventricelli, Ted Ogonek; Gary Miyashiro; Amy Atamian
Also Present: Bob Flanagan, ZEO
Absent: Marshall Sanford
Mr. Ogonek was seated for Mr. Sanford who was absent. Ms. Atamian was seated for Mr. Shaban for item 3 only.
REGULAR MEETING
1. Approval of Public Hearing Minutes, September 22, 2010
MOTION: ~Made by Mr. Shaban and seconded by Mr. Ogonek to approve as amended. Carried unanimously.
2. Approval of Regular Meeting Minutes September 22, 2010
MOTION: ~Made by Mr. Shaban and seconded by Mr. Ogonek to approve. Carried unanimously.
3. Application 10-01 – Johannes P. Van Brakel and Tricia L. Nelson, 9 Great Pond Lane - Review, Accept and Schedule a Public Hearing for a Special permit and Site Plan Review
MOTION: ~Made by Ms. Atamian and seconded by Mr. Gordon to approve with the following conditions:
1. Allow the Zoning Enforcement officer to make adjustments and changes in the field to Erosion and Sedimentation Controls as needed.
2. Call the Zoning Office 48 hours prior to work commencing, providing a timetable for the work associated with this application.
3. Addition of Erosion Control Blankets in the area of the 1:2 slope.
4. Receipts provided to the Zoning Office from applicant by the trucking companies involved in this permit showing where the removed fill material is being deposited.
5. Daily Sweeping of Great Pond Road in the cul-de-sac area adjacent to 9 Great Pond Lane during the work activity.
The motion carried unanimously.
4. Joel Barlow High School, 100 Black Rock Turnpike – Discuss with Commission Limited Duration Permit for Lenihan School of Irish Dance to be held November 7, 2010 from 7:00 a.m. until approximately 7:00 p.m. Previously held November 1, 2009.
MOTION: ~Made by Mr. Ventricelli and seconded by Mr. Shaban to approve. Carried unanimously.
5. Application 10-03Z – Town of Redding, 100 Hill Road–Review, Accept and Schedule a Public Hearing for a Special Permit and Site Plan Review for Community Center Field.
Barry Blades, Blades and Goven, gave a brief presentation of plans for earth moving only to create a field location for an artificial turf field at Redding Community Center.
MOTION: ~Made by Mr. Shaban and seconded by Mr. Ventricelli to accept and schedule a public hearing for November 11, 2010. Carried unanimously.
Upon motion of Mr. Ventricelli and second of Mr. Ogonek, the Commission voted unanimously to add the following item to the agenda:
6. Discussion of a Jumping Clinic Event at Sunset Hill Farm –
The Commission discussed whether or not a Clinic was considered a horse show. John Angeloni, owner of the farm, explained that the clinic is not a show. The event will be restricted to 30 riders, half of which already belong to the farm. The clinic expects less than one dozen spectators. The clinic will be held in 3 two-hour sessions, 10 riders per session. The trailers coming onto the property will be smaller, holding 2-4 horses each. The Commission determined that this item does not require a limited duration special permit
7. Communications- Commission members discussed what may eventually be a proposal for preschool in the Long Ridge neighborhood. The proposed use will be by Special Permit. No plans have been submitted.
