Absent: John Shaban
Also Present: ~Bob Flanagan, ZEO; First Selectman Natalie Ketcham; Chief Douglas Fuchs, Redding Police Department
Mr. Miyashiro was seated for Mr. Shaban.

The Public Hearing was postponed to May 12, 2010.
REGULAR MEETING
1. Approval of Public Hearing Minutes March 24, 2010.
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to accept the minutes. Motion carried.
2. Approval of Regular Meeting Minutes March 24, 2010.
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to accept the minutes. Motion carried.
3. Due to lack of agenda April 14, 2010 meeting was cancelled.
4. Candace Benyei, 29 Giles Hill Road- Discuss with Commission a Special Permit for horse barn/riding arena/storage area at 29 Giles Hill Road.
Public Hearing postponed to May 12, 2010.
5. Town of Redding, Police Department, 96 Hill Road- Discuss with Commission a Special Permit and Site Plan.
Redding Police Chief Douglas Fuchs presented the application and answered questions from the Commission. Chief Fuchs said that the primary purpose of the addition is to provide an adequate prisoner holding area and locker room/day room space for the officers. Commission members were provided with diagrams of the proposed addition, which will be funded through a $500,000 grant. No variances are required for the 2 story structure, and there will be no impact to the existing parking area, traffic or existing use.
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford to approve as submitted. Carried unanimous.
6. Redding Country Club, 109 Lonetown Road-- Discuss with Commission a Special Permit and Site Plan.
MOTION: Made by Mr. Sanford and seconded by Mr. Gordon to set a public hearing for May 26, 2010. Carried unanimous.
7. Region 9 Board of Education, 100 Black Rock Turnpike- Discuss with Commission a Special Permit and Site Plan.
MOTION: Made by Mr. Sanford and seconded by Mr. Miyashiro to set a public hearing for May 26, 2010. Carried unanimous.
8. Redding Elementary School PTA, 33 Lonetown Road-- Discuss with Commission a Limited Duration Special permit for a PTA Carnival to be held from June 25 through 27, 2010. Public Hearing to be scheduled. First time event.
MOTION: Made by Mr. Sanford and seconded by Mr. Gordon to set a public hearing for May 26, 2010. Carried unanimous.
9. Redding Boy Scouts Troop 15- Discuss with Commission Limited Duration Permit for Boy Scout Troop 15 Spaghetti Dinner to be held on May 1, 2010 at the West Redding Volunteer Fire Department District #2. Previously held on April 25, 2009.
MOTION: Made by Mr. Sanford and seconded by Mr. Miyashiro to approve as submitted. Carried unanimous.
10. Redding Zoning Commission- Discuss with Commission an amendment to the Redding Zoning Regulations regarding Flood Damage Prevention pursuant to a directive from the Federal Emergency Management Agency (FEMA). Public Hearing scheduled for May 26, 2010.
Robert Flanagan, ZEO, explained that the current mapping system is being changed effective June 18, 2010, and that Redding Flood Plain Regulations must be amended so as to be in compliance. The new mapping will involve aerial photography, making it a more accurate system.
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford to set a public hearing for May 26, 2010. Carried unanimous.
