Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Marshall Sanford; Joe Ventricelli; Ted Ogonek; Amy Atamian
Also Present: Bob Flanagan, ZEO
Absent: Ben Gordon, Secretary
Ms. Atamian was seated for Mr. Gordon
1) Approval of Public Hearing Minutes February 24, 2010 - Revised
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli to approve as revised. Carried unanimous.
2) Approval of Regular Meeting Minutes February 24, 2010.
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli to approve as submitted. Carried unanimous.
3) Due to lack of agenda March 10, 2010 meeting was cancelled.
4) Michael Marushak, 21 Deer Hill Road - Discuss with Commission a Special Permit/ Site Plan review.
MOTION: Made by Mr. Shaban and seconded by Mr. Sanford to approve with the condition that work hours be limited to between 7:00 a.m. and 7:00 p.m. Carried unanimous.
5) New Pond Farm, 101 Marchant Road – Discuss with Commission a Limited Duration Permit for Paul Winter Consort Concert to be held on Sunday September 12, 2010 from 3:00pm – 5:30pm. First time event.
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to approve. Carried unanimous.
6) Candace Benyei, 29 Giles Hill Road - To receive, accept and set a Public Hearing for a Special Site Plan for horse barn/riding arena/storage area at 29 Giles Hill Road.
MOTION: Made by Mr. Ventricelli and seconded by Mr. Shaban to schedule a public hearing for April 28, 2010. Carried unanimous.
7) The following Limited Duration Special Permits have been previously held, if there are no complaints nor concerns regarding any individual application, they will be considered as a group with one discussion and one vote.
Redding Elementary School PTA – Discuss with Commission a Limited Duration Permit for RES 5K Raccoon Fun Run & Walk to be held on May 29, 2010 from 8:45am thru 12:00 noon. Previously held last year on Sat. May 23, 2009.
First Church of Christ Congregational, 25 Cross Highway – Discuss with Commission a Limited Duration Permit for 29th Annual Church Fair to be held on Saturday September 25, 2010 from 10am to 4:30pm. Previously held last year on Saturday September 26, 2009.
Park and Recreation Department – Discuss with Commission a Limited Duration Permit for Concerts on the Green to be held on Sundays starting June 13th through August 29, 2010 with one movie during the month of August (8/13, 8/20, 8/27) held at the RES ending by 10:00 pm availability and weather. Previously held last year.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve all three as submitted. Carried unanimous.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to add the following item to the agenda:
Discussion of an event to be held at the Tibetan Buddhist Center, Putnam Park Road, on May 16, 2010. Carried unanimous.
Gus Ford, 1 Lonetown Road, was present to answer questions from the Commission. This event was held last year, and complaints with regard to noise and traff9c issues were received. This year, neighbors will be noticed, the music portion will take place further into the property with speakers not facing the road, and every effort will be made to make the bus pick up and traffic situation smoother.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve as submitted. Carried unanimous.
Discussion: Discussion on FEMA regulations will be an item on a future agenda. The Commission briefly discussed digitalization of current regulations.
