Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary;  Joe Ventricelli, Gary Miyashiro; Amy Atamian

Also Present: Bob Flanagan, ZEO

Absent: Marshall Sanford

PUBLIC HEARING - Discuss proposed changes to the Zoning Regulations

MOTION: ~Made by Mr. Shaban and seconded by Ms. Atamian to open the public hearing. Carried unanimously.

The Commission discussed changes to the current set of Zoning Regulations. Focus of the discussion was on the removal of text with regard to noise and cell towers/telecommunications and any reference thereto.
Robert Flanagan, ZEO, read into the record the following list of documentation submitted with regard to this issue, and submitted a copy to be placed in the file.

1)  Legal Notice Publication – Redding Pilot – 1/28/10 & 2/4/10
2)  Letters of Referral to the Town Clerks of Weston; Wilton; Newtown; Easton; Ridgefield; Bethel; HVCEO (Danbury) & SWRPA             (Stamford).
3)  Letter of Referral to: Redding Board of Selectman, Conservation and Planning Commissions.
4)  Letter from Michael N. LaVelle, Town Counsel – Town of Redding, dated November 24, 2009, in support of the proposed
        Regulation Change.
5)  Email from Michael N. LaVelle, Town Counsel – Town of Redding, dated January 21, 2010, in response to Zoning Commission    questions about noise and future enforcement protocols.
6)  Cover letter from Robert M. Flanagan, Zoning Officer – Town of Redding, dated December 15, 2009, detailing the contents of the     regulation change package.
7)  Letter from Robert M. Flanagan, Zoning Officer – Town of Redding, dated December 15, 2009, in support of the proposed
        regulation changes.
8)  Copies of the Town of Redding Zoning Regulations that are proposed to be repealed.
9)  Copy of Connecticut General Statute Section 8.3 which details the process for Zoning Regulation changes in the State of
        Connecticut.
10)  Copy of Berlin Batting Cages v. Berlin P&Z Commission.
11)  Town of Redding Zoning Regulation Change form.
12)  Letter from Redding Planning Commission, dated January 27, 2010, supporting the changes to the Zoning Regulations.
13)  Letter from HVCEO, dated 1/20/10, stating that the proposed changes will have minimal inter-municipal impact.
14)  Town of Redding Zoning Application Time Line for application processing.
15)  Return Receipts for Certified Mailings to surrounding municipalities and Regional Planning Agencies of Danbury and Stamford.
16)  Letter from S. Aimee Pardee of 60 Greenbush Road, dated February 24, 2010, in support of the repeal of the regulations.

MOTION: ~Made by Mr. Gordon and seconded by Mr. Shaban to close the public hearing. Carried unanimously.
