February 24, 2010

Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary; Joe Ventricelli, Gary Miyashiro; Amy Atamian

Also Present: Bob Flanagan, ZEO

Absent: Marshall Sanford


1) Approval of Regular Meeting Minutes January 13, 2010
MOTION: Made by Mr. Gordon and seconded by Ms. Atamian to approve as submitted. Carried unanimous.

2) Due to lack of agenda January 27, 2010 meeting was canceled.

3) Due to inclement weather the meeting for February 10, 2010 was canceled.

4) Discuss and possible vote on proposed Zoning Regulations changes.
MOTION: Made by Mr. Shaban and seconded by Mr. Gordon to approve. Carried unanimous.

5) Michael Marushak, 21 Deer Hill Road -  Discuss with Commission a Special Permit/ Site Plan review.
MOTION: Made by Mr. Gordon and seconded by Mr. Ventricelli to schedule a public hearing for March 24, 2010. Carried unanimous.

6) New Pond Farm, 101 Marchant Road – Discuss with commission a Limited Duration Permit for Paul Winter Consort Concert to be held on Sunday September 12, 2010 from 3:00pm – 5:30pm.   First time event.
MOTION: Made by Ms. Atamian and seconded by Mr. Ventricelli to schedule a public hearing for March 24, 2010. Carried unanimous.

7) New Pond Farm, 101 Marchant Road – Discuss with commission a Limited Duration Permit for Annual Harvest Festival to be held on Sat. October 16, 2010 from 11 am – 4pm with a rain date of Sun. October 17, 2010 from 1pm – 4pm.  Previously held on October 17, 2009.
MOTION: Made by Mr. Gordon and seconded by Mr. Shaban to approve. Carried unanimous.

8) New Pond Farm, 101 Marchant Road - Discuss with Commission a Limited Duration Permit for Founders’ May Fair to be held on Sat. May 15, 2010 from 11am – 4pm with a rain date of Sun. May 16, 2010 from 1pm – 4pm.  Previously held on May 16, 2009.
MOTION: Made by Mr. Gordon and seconded by Mr. Ventricelli to approve. Carried unanimous.

9) Georgetown Village Restoration Inc. Main Street – Discuss with Commission a Limited Duration Permit for Georgetown Street Fair to be held on Sunday June 13, 2010 from Noon to 7PM.  Previously held on June 14, 2009.
Ralph Bosch was present to answer questions from the Commission. The Commission wanted to be sure that the event encompassed all activities, and that if the Lumberyard Pub wished to take part in the event that activities taking place in their parking lot were conducive to those approved by the event planners. Mr. Bosch will follow up with the Lumberyard Pub to make sure this occurs.
MOTION: Made by Mr. Shaban and seconded by Ms. Atamian to approve. Carried unanimous.

10) Mark Twain Library – Discuss with Commission a Limited Duration Permit for Mark Twain Library 15th Annual Frog Frolic to be held on Saturday May 1, 2010 at the Redding Community Center (rain date – same date to be held indoors). Previously held on May 2, 2009.  
MOTION: Made by Mr. Gordon and seconded by Ms. Atamian to approve. Carried unanimous.

11) The Redding Garden Club – Discuss with Commission a Limited Duration Permit for Annual Plant Sale to be held on the town green Saturday May 8, 2010 from 9:00am to 1:00pm.   Previously held on May 9, 2009.
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli to approve. Carried unanimous.

Discussion:  
The Connecticut Federation of Planning and Zoning Agencies will hold an event on March 18, 2010.

Mr. Flanagan distributed the zoning regulations for the town’s of New Canaan and Bloomfield. Both towns have recently reorganized their zoning regulations, and the Town of Redding is also considering this option.     

Mr. Flanagan reported an increase of his enforcement efforts along the Route 7 corridor.
