Regular Meeting Minutes
January 13, 2010
7:30 p.m.-Hearing Room Town Hall

Town of Redding, Connecticut


Present: ~~Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary; Joe Ventricelli: Amy Atamian, Gary Miyashiro

Absent: Marshall Sanford

Also Present: ~Bob Flanagan, ZEO

Mr. Miyashiro was seated for Mr. Sanford.
REGULAR MEETING

Mr. Casiello seated Gary Miyashiro for Marshall Sanford.

1. Approval of Public Hearing Minutes November 11, 2009.
MOTION: Made by Mr. Gordon and seconded by Mr. Shaban to accept the minutes of the Public Hearing of November 11, 2009 as submitted. Motion carried.

2. Approval of Regular Meeting Minutes November 11, 2009.
MOTION: Made by Mr. Gordon and seconded by Mr. Ventricelli to accept the minutes of the Regular Meeting of November 11, 2009 as submitted. Motion carried.

3. Due to lack of agenda December 9, 2009 meeting was cancelled.

4. Election of Officers-
MOTION: Made by Mr. Shaban and seconded by Mr. Gordon to nominate Gerry Casiello as Chairman of the Zoning Commission. Carried unanimous.
MOTION: Made by Mr. Gordon and seconded by Mr. Miyashiro to nominate John Shaban as Vice Chair of the Zoning Commission. Carried unanimous.
MOTION: Made by Mr. Ventricelli and seconded by Mr. Shaban to nominate Ben Gordon as Secretary of the Zoning Commission. Carried unanimous.

5. Redding Country Club, 109 Lonetown Road- Discuss with Commission Site Plan Review
Attorney Richard Gibbons presented the application to the Commission and answered their questions. Also present from the Redding Country Club were Ron Cioppa and Brett Chapin. Attorney Gibbons said that this was a 3 part project, involving: 1) repair to stone walls, 2) repair to drainage piping throughout the fairways and 3) minor extensions to golf cart paths. The Conservation Commission has reviewed the proposed project. Mr. Casiello was concerned over the impact to neighbors on Drummers Lane, the length of time the projects would take to complete, hours of operation and noise levels. Mr. Chapin provided a document detailing the timeline and addressing most of Mr. Casiello’s concerns.  Mr. Chapin said that 85% of the proposed work did not involve machinery and would be done by hand. No material will be brought off site, and a gravel/macadam mix will be brought on site for the cart paths. The stonewall repair will take place in February and is expected to last for approximately 2 weeks. The cart path work will be done in March or April, take 1 day to excavate, 1 day to pave, and 1 extra day is scheduled for unforeseen circumstances. Mr. Chapin will take responsibility for neighbor notification and stressed the importance of minimal impact on neighbors.
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli. Carried unanimous.


6. Discuss and accept changes to the Zoning Regulations for Public Hearing
Commission members discussed the latest draft of the revised zoning regulations. The final revisions will be incorporated and presented at a public hearing.
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli set a public hearing for February 10, 2010. Carried  unanimous.

8. Future Agenda –
--February 10, 2010- Discuss and accept changes to the Zoning Regulations

Robert Flanagan, ZEO, reported that the number of permits issued is down; flood mapping has been incorporated by FEMA, and will eventually be memorialized within the Town Zoning regulations.

9. Adjournment -
The meeting adjourned at 8:05 p.m. on motion of Mr. Gordon and second of Mr. Miyashiro.
