Mr. Miyashiro was seated for Mr. Gordon and Ms. Atamian was seated for Mr. Sanford.
Mr. Miyashiro read the legal notice into the record.

PUBLIC HEARING
Redding Boys and Girls Club, 170 Cross Highway - Discuss with Commission a site plan for a Town of Redding Carnival to be held on October 2-4, 2009 at the Redding Community Center.
MOTION: Made by~Mr. Casiello and seconded by Mr. Shaban to accept the call as read. Carried unanimously.

Art Poltrack presented the item to the Commission. The carnival will include games, rides, food and face painting. The hours of operation will be 6:00 p.m. to 10:00 p.m. on October 2nd, 12:00 p.m. to 10:00 p.m. on October 3rd and 12:00 p.m. to 5:00 p.m. on October 4th. Overflow parking will be at the Historical Society, police officers will be hired for traffic control and EMS personnel will be on site in the event of an emergency.

The public hearing on this item was closed.

Georgetown Land Development – Discuss with Commission approval of amendment to site plan.
MOTION: ~Made by~Mr. Shaban and seconded by Ms. Atamian to accept the call as read. Carried unanimously.

Present to answer questions from the Commission were Attorney Richard Gibbons, representing Georgetown land Development Company, Georgetown Redevelopment Corporation and the Special Taxing District, Bob Gilchrist from Solaris Architecture, Bill Krosky from Krosky Architects and Rich Pettinelli of  Fuss & O’Neil.

Attorney Gibbons began by stating that approval for the subdivision of the building known as E17 had been received from the Planning Commission, with a slight change to the Bennett and Miller Street intersection with curbing. O Attorney Gibbons read the letter dated September 9, 2009 from Dave Pattee, Redding Planning Commission, into the record and submitted a copy for the file. Other requests that have been met include a conditional letter of map approval from FEMA, and extension on the State Traffic Commission (STC) permit, diversion permit with regard to the water drainage, and revised building charts and other informational documentation

Mr. Gilchrist described the addition of flowering trees on Bennett Street and parking on the west side. The revised floor plans now reflect comments and requests made by the Planning Commission, which include lighting, chain link fencing and a temporary parking area.

Mr. Krosky described the proposed affordable housing building, which will house 1 and 2 bedroom units, at 635 and 829 square feet, respectively.  The proposed plans feature a staggered faced, with either a tan or red brick color. Mr. Krosky showed a version for a 55 unit structure and an 80 unit structure. There will be approximately 1 to 1.5 parking spaces for each unit constructed.  The proposed temporary parking area will have 200 parking spaces.

Mr. Pettinelli spoke briefly with regard to utilities, drainage, soil sedimentation and erosion. There is minimal erosion expected and little impact to the nearby slope. A thorough analysis of the turning radius on the roads has also been completed.

Bob Flanagan expressed agreement with the Town Engineer with regard to the proposals. There has been no report received from Doug Hartline and the Fire Marshal review is still in progress. Attorney Gibbons asked that the Commission consider holding the public hearing open until all reviews were complete.

Members of the public who spoke included Robert Dahms, Portland Avenue, who had numerous questions with regard to FEMA, insurance, housing, temporary parking, and ingress and egress from the site. Chairman Casiello and Mr. Shaban answered several of Mr. Dahms’s questions before referring him to the minutes of past meetings so as not to subject those present to review of information already covered and to expedite coverage of information pertinent to this public hearing.
Other public comment included that of Gil Consolini, 141 Redding Road, who expressed concern with regard to noise from live entertainment for restaurants and suggested a review of sound suppression. Chairman Casiello reminded those present that restaurants and their uses have already been approved; Mike Pilato, 6 South Church Street, made comments about the many changes to the original master plan, and suggested that the Zoning Commission could do more to protect surrounding properties, especially residential ones; Heidi Holtzer, 80 Church Street expressed concerns over the “nightclub” venue and noise and inquired as to a noise ordinance. Currently none exists in Redding. Other residents expressing similar concerns included Tulio Ferry, Susan Robinson and Mike Berman.

MOTION: Made by Ms. Atamian and seconded by Mr. Shaban to continue the public hearing to September 23, 2009.

The public hearing closed at 9:30 p.m.
