July 8, 2009

Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary; Marshall Sanford, Amy Atamian
Also Present: Bob Flanagan, ZEO
Absent: Joe Ventricelli, Gary Miyashiro


PUBLIC HEARING

Redding Country Club, 109 Lonetown Road- Discuss with Commission a minor amendment to site plan pertaining to turf fans.

Mr. Casiello announced that the applicant had withdrawn the application. It had been determined that this was not a structure issue but a maintenance equipment issue, which by definition does not require a public hearing. Neighbors and members of the public with concerns may address them at a later date. The Redding Country Club will be notified so that they can be prepared to attend a future Zoning Commission meeting and respond to these concerns.

The Regular meeting began at 7:36 p.m. Ms. Atamian was seated for Mr. Ventricelli. Mr. Shaban arrived at 7:47 p.m.

2. Meeting of June 24, 2009 was cancelled due to lack of agenda.

MOTION: ~Made by Mr. Sanford, seconded by Mr. Gordon to approve. Carried unanimous.

3. Redding Country Club, 109 Lonetown Road- Discuss with Commission a minor amendment to site plan pertaining to turf fans. Applicant withdrew prior to meeting.

4. Redding Boys and Girls Club, 170 Cross Highway- Discuss with Commission a site plan for a Town of Redding Carnival.
The agenda was amended to reflect that this application applied to a Limited Duration Special Permit. Joe Macchio, Redding Boys and Girls Club, presented the application to the Commission.

MOTION: ~Made by Mr. Gordon, seconded by Mr. Sanford to accept the application and set a public hearing for August 12, 2009. Carried unanimous.

5. Discussion- Preliminary discussion of potential Farming Amendments to the Redding Zoning regulations.

The purpose of the discussion was to clarify animal operations as addressed in current zoning regulations. There is a contradiction within two areas of the regulations, Section 5.14.2 and Section 4.2.3.
Members of the public present to speak included Candace Benyei, 23 Giles Hill Road, who spoke in support of farms in residential areas. John and Laurie Richardson, also of Giles Hill Road, spoke in opposition of a proposed 12,000 square foot building, housing a riding ring, on Ms. Benyei’s property. Ms. Richardson believes that the Zoning Commission’s discretion with regard to these matters should not be limited and also voiced concerns regarding intensity of use.

Discussion continued with regard to farming as a commercial operation and requirements of land management plans. After further discussion it was determined that Mr. Flanagan, along with Mr. Casiello and Mr. Shaban, will review the regulations and suggestions and come back before the Commission for preliminary discussion before any revisions are made.

7. Future Agenda Items-
-August 12, 2009, Public Hearing- Redding Boys and Girls Club, 170 Cross Highway- Discuss with Commission a site plan for a Town of Redding Carnival.
