REDDING ZONING COMMISSION
MEETING
April 22, 2009

Present:  G. Casiello, Chairman, B. Gordon, J. Ventricelli, G. Miyashiro, A. Atamian
Absent:  B. Flanagan, J. Shaban, M. Sanford

Mr. Miyashiro was seated for Mr. Shaban
Ms. Atamian was seated for M. Sanford.

Mr. Casiello called the April 22, 2009 meeting to order at 7:30 pm

APPROVAL OF MINUTES
Motion: move that the minutes of the April 8, 2009 meeting be approved as submitted.  Gordon, Miyashiro.  Approved. Unanimous.

TEMPLE BNAI CHAIM INC, 170 Portland Avenue:  Discussion of changes to the site.  Richard Kent of Environmental Design Associates outlined the minor changes being made due to final construction analysis and recommendations of the fire marshal and building inspector.  Attorney Neil Marcus reported the Conservation Commission considered the changes to be minor in nature and approved the changes administratively.  The Zoning Commission requested a review by Milone & MacBroom and had a report from Jim MacBroom was available.  Mr. Marcus noted that the concerns raised in the MacBroom report have been addressed.  Mr. Gordon had a concern that the garbage removal service to the dumpster could conflict with the student/pedestrian use of the property.  Mr. Marcus responded that the dumpsters would be serviced early in the day when children were not present.

Motion: move that the changes are minor and a public hearing is not required.  Gordon. Miyashiro.  Approved. Unanimous.

Motion: move that the changes be approved contingent on the request that the garbage haulers not be present during the usual hours that children are present and that striping or warning signage be included in the area of the dumpsters.  Gordon, Ventricelli.  Approved. Unanimous.

REDDING HISTORICAL SOCIETY: request for Limited Duration Permit for Tractor Fair, 43 Lonetown Road on June 20, 2009 from 10:00 am to 3:30 pm.  Mr. Ted Sanford was present.  He reported the event has been held for the past five years and no changes are planned for this year’s event.

Motion: move that the request for a Limited Duration Permit for the Tractor Fair at 43 Lonetown Road on June 20, 2009 from 10:00 am to 3:30 pm be approved as submitted.  Gordon, Ventricelli.  Approved. Unanimous.

FIRST CHURCH OF CHRIST REDDING:  request for Special Permit Amendment expanding classroom facility.  Eileen Brady, owner and director of the preschool in rented space in First Church of Christ, was present.  She plans to expand the program to include a 2-year old program, 2- am sessions/week for a maximum of eight students and use of a second classroom.  The current program is conducted in one classroom for children ages 3-5 with a maximum of 20 students.  The original permit was for both a morning and afternoon program with 20 students in each session. Ms. Brady currently only has a morning program. The traffic to and from the program has been reduced since the original program was permitted, and Ms. Brady’s request will not increase traffic to the capacity originally permitted.  

Motion: move that the request for a change is a modest one and does not require a public hearing.  Gordon, Atamian. Approved. Unanimous.

Motion: move that the request for the modification in permit for the Preschool program at First Church of Christ Redding be approved.  Atamian, Gordon. Approved. Unanimous.

JOEL BARLOW HIGH SCHOOL, 100 BLACK ROCK TURNPIKE:  request to install a scoreboard on an existing baseball field.  Walter Czudak, Director of Grounds for Joel Barlow High School explained that the request is from the High School and the Baseball Booster Club and is to install a scoreboard on the baseball field.  The scoreboard was purchased as part of the last building project, but funds were not available for installation.  The Baseball Booster Club has raised the necessary funds to install the scoreboard.

Motion: move that the Zoning Commission approve the installation of the existing scoreboard on the baseball field at Joel Barlow High School as discussed.  Ventricelli, Atamian.  Approved. Unanimous

AGENDA ADDITION
Motion: move to add to the agenda a discussion and action on a minor modification to the Redding Fire Department construction project.  Casiello, Ventricelli.  Approved. Unanimous.

REDDING FIRE DISTRICT 1: request for a modification to the plan for the expansion of the District 1 fire house across from the Town Green to allow for a shed to provide fire separation for the sprinkler pumps as mandated by the fire marshal. Dan Conlon reviewed the proposed shed and explained the mandated change.

Motion: move that the modification requested by the Redding Fire District 1 be approved as presented and discussed.  Gordon, Ventricelli.  Approved. Unanimous.

Motion: move to adjourn.  Gordon, Ventricelli. Approved. Unanimous.
