Regular Meeting Minutes
April 9, 2009

Town of Redding, Connecticut


Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Ben Gordon, Secretary; Marshall Sanford; Gary Miyashiro; Amy Atamian

Absent: Bob Flanagan, ZEO, Joe Ventricelli

Ms. Atamian was seated for Mr. Ventricelli.

1) Approval of Regular Meeting Minutes March 11, 2009 - Revised
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve as revised. Carried unanimous.

2) Approval of Regular Meeting Minutes March 25, 2009.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve as amended to change motions made from Mr. Casiello to Mr. Sanford. Carried unanimous.

3) Connecticut Yankee Council Inc. (Boy Scouts) 3 Marchant Road – Discuss with Commission Special Permit/Site Plan Review for Training Facility.
Ken Blackman was present to answer questions from the Commission. Commission members had received copies of a letter from Redding Chief of Police Douglas Fuchs relative to two issues: 1) relocation of the range, and 2) usage by members of the police department for training purposes. Both issues required more discussion and review, and the time had elapsed on the site plan application. Mr. Blackman agreed to withdraw the current application and re-submit so that more time could be given to fully examine the items.

4) Temple B Nai Chaim Inc., 170 Portland Ave. – Discuss with Commission revised site plan for 170 Portland Avenue.
A letter was received from Neil Marcus, attorney representing the Temple, requesting that the application be heard at the next scheduled meeting of the Zoning Commission, April 22, 2009.

Discussion:  
1)  Potential future changes to zoning regulations – Gerry Casiello, Chairman
Mr. Casiello had spoken with Building Inspector Jay Hennessey, and said that two items, utilities and parking spaces, that cannot be enforced under current zoning regulations as they conflict with the current building regulations. The current regulations are undergoing an edification process that will compile them along with all amendments and addendums, into a searchable format that can be easily edited. Mr. Casiello suggested that the Commission wait until this process is completed before any changes are made. The Commission agreed.




2) Attorney Lavelle’s comments regarding “Who can vote” topic from the CBA Seminar
Commission members discussed the matter of Alternate members hearing, deliberating and voting on applications brought before the Commission. There was some confusion as to a recent email received from Attorney Mick Lavelle that attempts to explain the procedure. Mr. Shaban will look more closely at the regulations and report back to the Commission.
       
The meeting adjourned at 7:55 p.m.
