Present: ~~ Gerry Casiello, Chairman; John Shaban, Vice Chairman; Marshall Sanford; Joe Ventricelli; Amy Atamian; Gary Miyashiro

Absent: Ben Gordon; Bob Flanagan, ZEO

Ms. Atamian was seated for Mr. Gordon.

1) Approval of Public Hearing Minutes on March 11, 2009
MOTION: Made by Mr. Casiello and seconded by Ms. Atamian to approve as submitted. Carried unanimous.

2) Approval of Regular Meeting Minutes from March 11, 2009.
MOTION: Made by Mr. Casiello and seconded by Ms. Atamian to approve as corrected with the addition of the motion for Item 7, New Pond Farm. Carried unanimous.

3) Connecticut Yankee Council Inc. (Boy Scouts) 3 Marchant Road – Discuss with Commission Special Permit/Site Plan Review for Training Facility.
Ken Blackwell answered questions from the Commission and reported on 3 issues:
a) Lead abatement: The primary method is to maintain the correct pH on the field to keep the lead from breaking down. Rotting vegetation also helps the process. Terracing for runoff so that it flows into trenches for reclamation is another technique, as well as recycling the burms that are shot into.
b) Security: This is an unoccupied 170 acre parcel with physical barriers off of Marchant Road and barriers that need to be replaced coming in from Simpaug Turnpike. The current method is posting signs.
c) Site Walk: Mr. Blackwell walked the property this day with Redding Police Lt. John Leonard, who saw no significant concerns. Lt. Leonard requested that when the range goes “live”, that the police department is notified, and can be aware that shooting is occurring if residents call to inquire. The issue is still under review by Police Chief Fuchs and will be continued to the next meeting.

4) Redding Elementary School PTA – Discuss with Commission a Limited Duration Permit for PTA Raccoon Fun Run & Walk on Saturday May 23, 2009 to be held at the RES/Community Center Parking Areas starting at 8:45am.  Previously held last year.

MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve. Carried unanimous.
        
5) Redding Boy Scouts Troop 15, 160 Cross Highway – Discuss with Commission a Limited Duration Permit for Spaghetti Dinner to be held at the West Redding Fire House on April 25, 2009 from 4:45pm thru 8:00pm.  Previously held last year.

MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve. Carried unanimous.

6) The First Church of Christ Congregational, 25 Cross Highway -   Discuss with Commission a Limited Duration Permit for 28th Annual Church Fair on September 26, 2009 to be held at the church campus and green adjacent from 10:00am to 4:30pm.  Previously held last year.

MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve. Carried unanimous.

7) Redding Garden Club -   Discuss with Commission a Limited Duration Permit for 12th Annual Plant Sale to be held on May 9th, 2009 on the Town Green from 9:00am to 1:00pm.  Previously held last year.
MOTION: Made by Mr. Sanford and seconded by Mr. Shaban to approve. Carried unanimous.

Discussion:     
1) Potential future changes to zoning regulations – Gerry Casiello, Chairman
Mr. Casiello asked the Commission to consider revisions of the regulations with regard to apartments. Two issues were discussed. The regulations state that each apartment must have its own electric service yet the building codes state they should not. Also, for attached apartments, that no addition more than 450 square feet be allowed. This is unenforceable if the addition is 1,000 square feet but contains an apartment. Mr. Casiello will speak with Building Inspector Jay Hennessey and report back to the Commission at its next meeting.
    
2) Trip to Wesleyan University Zoning Conference in Middletown, March 28th.
