Amy Atamian was seated for John Shaban.
1) Approval of Public Hearing Minutes on February 11, 2009
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford to approve as submitted. Carried unanimous.
2) Approval of Regular Meeting Minutes from February 11, 2009.
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford to approve as submitted. Carried unanimous.
3) The February 25, 2009 meeting was cancelled.
4) Ridgefield Montessori School- Discuss with Commission a Site Plan for a Pre-school at 241 Ethan Allen Highway, Redding. Continuation of Public Hearing.
MOTION: Made by Ms. Atamian and seconded by Mr. Gordon to deny approval based on incomplete information supplied by the applicant. Carried unanimous.
5) Timothy and Irene Brennan, 28 Bridle Road, Redding- Discuss with Commission a Special Use Application for a Residential Apartment
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to approve. Carried unanimous.
6) Mark Twain Library, Redding- Discuss with Commission a Limited Duration Permit for 14th Annual Frog Frolic, to be held on May 2, 2009 at the Redding Community Center from 11:00 a.m. to 4:00 p.m. Previously held last year.
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to approve. Carried unanimous.
7) New Pond Farm, 101 Marchant Road- Discuss with Commission a Limited Duration Permit for Annual Founder’s May fair to be held on Saturday May 16th, rain date May 17th, 2009 from 11:00 a.m. to 4:00 p.m. Previously held last year.
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to approve. Carried unanimous.
8) Tibetan Buddhists, 30 Putnam Park Road- Discuss with Commission a Limited Duration Special permit for a Tibetan Annual Prayer Ceremony on May 24, 2009; rain date May 31, 2009 from 8:30 a.m. to 6:30 p.m.
Edward Hyde, Godstow Board member, presented the application to the Commission and answered questions. Approximately 1,200 attendees are expected. There will be 8 to 10 busses that will drop people off and then leave the area and return at the end of the event. Mr. Hyde expects 200 to 330 vehicles, to be parked on the property which is well over 100 acres. There will be no off property directional signage.
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford that this did not require a public hearing.
Mr. Hyde also said that parking staff will be hired.
MOTION: Made by Ms. Atamian and seconded by Mr. Sanford to approve with the conditions that a), two police officers are present to assist with traffic and b) there is adequate access and egress for emergency vehicles if necessary. Carried unanimous.
9) Connecticut Yankee Council Inc. (Boy Scouts) 3 Marchant Road- Discuss with Commission Special permit for Training Facility
Ken Blackwell presented the application to the Commission and answered questions.
The Hoyt Boy Scout Reservation pre-exists zoning regulations.
Mr. Blackwell explained that his organization would like to expand into training involving shooting ranges in a dedicated area away from other areas of the property. This will include archery and 22 caliber long rifle shooting. The facility will include a deck or pavilion type structure with shooting stations. The range hours of operation will likely be 9:00 a.m. to 4:00 p.m. and 1:00 p.m. to 4:00 p.m. on Sundays. All instructors will be NRA trained.
Redding Police Chief Douglas Fuchs expressed concern in a letter to the Commission. Chief Fuchs would like to schedule a site walk to determine safety issues. Mr. Blackwell submitted an addendum to the original application, addressing the concerns expressed by Chief Fuchs. Mr. Blackwell expressed his willingness to work with the Town and the Police Department.
On recommendation of Mr. Casiello, the Commission will hold the public hearing until March 25, 2009, after receiving results of the site walk and resolution of issues with safety.
