Present: Gerry Casiello, Acting Chairman; Ben Gordon, Secretary; Marshall Sanford, John Shaban, Amy Atamian, Gary Miyashiro

REGULAR MEETING:

Mr. Casiello seated Ms. Atamian for Mr. Ventricelli.

1.      Approval of Public Hearing Minutes December 10, 2008
MOTION: Made by Mr. Sanford and seconded by Ms. Atamian to accept the minutes as submitted. Carried unanimous.
        
2.      Approval of Regular Meeting Minutes December 10, 2008
MOTION: Made by Mr. Sanford and seconded by Ms. Atamian to accept the minutes as submitted. Carried unanimous.

3.      Ridgefield Montessori School – Discuss with Commission a Site Plan for a Pre-School at 241 Ethan Allen Highway, Redding, CT.
This item will be continued to a Public Hearing on January 28, 2009.

4.      Adam Lubarsky- Discuss with Commission a Site Plan submission for a restaurant in the Rod Storage Building (E5) at the Georgetown Land Development site.

Adam Lubarsky presented the site plan to the Commission. This is an existing building with approved retail and restaurant use. No public hearing was necessary. The Commission conducted a supplemental site review. Mr. Lubarsky gave a brief history of the building, which is considered to be an historic structure. Certain work needs to be done in accordance with historic register standards.

Mr. Lubarsky explained that the roof height will not change. The building will house a 150 seat restaurant, with customer service, the kitchen and restrooms on the first floor. The second floor will have feature a balcony and fireplace, along with another restroom, conference and office rooms and storage. The entire building will have a sprinkler system installed. The site plan showed a 4,000 square foot structure. The addition of the second floor will bring the square footage to 6,000, which was not noted on the current site plan. Also not included on the current site plan were the elimination of a front patio area and the proposed use of a 200 space parking area located across the street. The current site plan shows a building on that site. Mr. Lubarsky assured the Commission that the updated site plan exists, but was not available at this meeting.
The proposed dumpster area will feature lattice boards, angled to increase rain and odor control. There will be no negative visual impact to the neighboring Weaving Building.
Mr. Lubarsky hopes to open the restaurant by September, with utilities in by late May or early June.

MOTION: Made by Mr. Shaban and seconded by Mr. Sanford to approve with minor modifications addressing the patio and door, specificity of parking spaces and clarification of total square footage.
Carried unanimous.

6.      Future Agenda Items: Ridgefield Montessori School- Discuss with Commission a Site Plan for a Pre-    School at 241 Ethan Allen Highway, Redding, CT. - Public Hearing on January 28, 2009.

Mr. Flanagan reported that 135 businesses would be sent a letter regarding signage.
The new Floodplain mapping software will be approved for use in June 2010.
Mr. Flanagan will attend a four day FEMA training session in Maryland later this year.
Commission members will attend a one day seminar at Wesleyan University on March 28, 2009. The seminar will address Planning and Zoning, Zoning Board of Appeals and Conservation updates regarding case law.
