1) Approval of Public Hearing Minutes on September 10, 2008
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli to approve. Carried unanimous.
2) Approval of Regular Meeting Minutes from September 10, 2008.
MOTION: Made by Mr. Shaban and seconded by Mr. Ventricelli to approve. Carried unanimous.
3) Sixty Redding Road LLC, 60 Redding Road – Discuss with Commission a Site Plan approval for addition to existing building at 60 Redding Road.
Continuation of Public Hearing scheduled for October 8, 2008.
4) Discussion- Public Act 07-4 authorized municipalities to create incentive housing zones.
Natalie Ketcham explained that it is the intent of the Town to apply for a state grant and hire a professional planner to investigate if incentive housing is in the best interest of the Town of Redding. A Resolution is needed by the Zoning Commission as well as the Board of Selectmen to begin the process.
Robert Dean, Redding Planning Commission, gave a brief history of affordable housing in Connecticut, and discussed the incentive housing program. The Resolution was read into the record as follows:
Resolved, “The Local Zoning Authority of the Town of Redding met on September 24, 2006 and adopted a resolution by the vote of 6-0 which:
1) Endorses submission of the grant application for assistance under the Housing for Economic Growth Program referenced in section 8-13(m-x) of CGS; And,
2) Certifies that it will consider the creation of one or more housing incentive zones. Such grant application is attached to and made part of this record.”
MOTION: Made by Mr. Gordon and seconded by Mr. Shaban to approve the Resolution that the Zoning Commission “Endorse submission of the grant application for assistance under the Housing for Economic Growth Program referenced in section 8-13(m-x) of CGS; And, certify that it will consider the creation of one or more housing incentive zones.” Carried unanimously.
