Zoning Commission Minutes 09/10/2008 Public Hearing
Present: ~~ Joe Ventricelli, Acting Chairman; Amy Atamian, Acting Secretary; Gary Miyashiro; John Shaban

Absent: Gerry Casiello, Marshall Sanford and Ben Gordon

Also Present: ~Bob Flanagan, ZEO

Mr. Ventricelli seated Ms. Atamian, Mr. Miyashiro and Mr. Shaban.

PUBLIC HEARING
Redding Center Firehouse, 105 Hill Road- Discuss with Commission a Special Permit Application for proposed alterations and additions.

MOTION: ~Mr. Ventricelli made a motion to enter the public hearing for the application submitted by Redding Center Firehouse, 105 Hill Road- Discuss with Commission a Special Permit Application for proposed alterations and additions at 7:37 p.m. ~Mr. Shaban seconded the motion and it was carried unanimously.

Dan Conlon, 4 Old Mill Road, presented the application to the Commission. There will be 2 additional vehicle bays as well as administrative space. Two sleeping rooms, bathroom and shower facilities and a kitchenette are also proposed. To accommodate the loss of parking area taken up by the addition, the lot will be expanded slightly. Two existing wells will remain in use and the new electrical service will be buried underground. A new septic system will be installed and a new drainage system will be installed to accommodate runoff issues on the western boundary.  Fire sprinklers will be added as well as a new water storage tank. A flag pole will be added to the property and any mechanical equipment will be sufficiently screened. Any other code issues will be upgraded as necessary to meet requirements. The plan has been reviewed by Doug Hartline from the Health Department.
Mike Mazzucco, Professional Engineer spoke further with regard to the utilities.
There was no comment from the public.

MOTION: ~To close the public hearing. ~Made by Mr. Miyashiro, seconded by Mr. Shaban. ~Unanimous Approval.

PUBLIC HEARING
60 Redding Road, LLC, 60 Redding Road- Discuss with the Commission a Site Plan Approval for addition to existing building at 60 Redding Road.

MOTION: ~Mr. Ventricelli made a motion to enter the public hearing for the application submitted by 60 Redding Road, LLC, 60 Redding Road- Discuss with the Commission a Site Plan Approval for addition to existing building at 60 Redding Road. At 8:00 p.m. ~Mr. Shaban seconded the motion and it was carried unanimously.

Richard Contois from L. Edwards Associates, LLC presented the site plan to the Commission. Mr. Contois explained that approximately 860 square feet will be added to an existing building, to be used as a restaurant. Revised plans are waiting for feedback from Malone and McBroom.  Approximately 62 square feet of ledge will be removed from the back part of the parcel. This material will be removed by chipping as opposed to blasting and will leave a sheer face 4 feet in height.
Mr. ___Novicky, the restaurants owner, said that the restaurant will accommodate 80 people and parking is sufficient for 43 spaces plus 2 for handicapped accessibility. The DOT/STC has reviewed the site plan.
Ralph Bosch spoke in favor of the plan as long as all requirements were met.
Julie Connolly, 11 Woods Way, spoke in opposition, concerned with the stability of the ledge after removal of material from it, and proximity to the homes on Woods Way.
John Fisher, 9 Woods Way, had concerns about impact on traffic.
Gail Howard, 3 Woods Way, also had concerns about the ledge, and asked if a study had been conducted.
Mary Fisher, 9 Woods Way, asked what type of restaurant it would be and if there would be a bar. Mr. Novicky responded that it would be a family type restaurant with a small bar, probably open until 10 P.M. weekdays and 11:00 P.M on weekends. Outside tables are a possibility.
Mr. Contois added that ledge removal would occur approximately 150 feet from the property line and the homes on Woods Way are another 100 feet from the property line.
Nancy Silverman, from the Georgetown Saloon, questioned adding a restaurant of this type to an already growing local market.



MOTION: ~To continue the public hearing to September 24, 2008. ~Made by Ms. Atamian, seconded by Mr. Shaban. Unanimous Approval.
