PUBLIC HEARING
1) New Pond Farm, 101 Marchant Road- Discuss with Commission Limited Duration Permit for “Invitational Art Show” from Saturday, June 13, 2009 through Friday June 26, 2009, hours from 10:00 a.m. to 6:00 p.m. in the Learning Center. Not previously held before.
MOTION: ~Made by Mr. Casiello to enter the public hearing at 7:30 p.m. ~Mr. Sanford seconded the motion and it was carried unanimously.
Ann Taylor presented the application to the Commission. Ms. Taylor expects 50 artists to exhibit for just over a week. Ms. Taylor is expecting slightly more than the 20 people per day that attended last year’s art exhibit. There will be an opening preview party on Friday, June 12, 2009 to which only members and artists will be invited.
The Commission determined that this was not an ongoing “event” but an exhibit of artwork while the farm was open for business. There was no public comment.
MOTION: Made by Mr. Gordon and seconded by Mr. Sanford to close the hearing. Carried unanimously.
PUBLIC HEARING
2) Grace MacFarland, 108 Blackrock Turnpike- Discuss with Commission a Residential Apartment at 108 Blackrock Turnpike.
MOTION: ~Made by Mr. Sanford to enter the public hearing at 7:50 p.m. ~Mr. Casiello seconded the motion and it was carried unanimously.
Ms. MacFarland presented the application to the Commission. The property is a 2 acre parcel and the 600 square foot apartment is contained within the residence. Mr. Flanagan, the Health Department and the Building Inspector have been to the site and Ms. MacFarland has answered all of the questions asked of her. There was a conflict between the building code and the zoning violations with regard to the electric service and the number of meters required. The building regulation states that a homeowner cannot be required to have a second meter for the existing home which is in conflict with the zoning regulation. Ms. MacFarland currently pays for the electricity usage. Mr. Flanagan will have a discussion with Jay Hennessey in order to clarify the issue with regard to the electric meter.
There was no public comment.
