The Zoning, Planning and Conservation Commission Special Meetings were called to order.
Mr. Casiello seated Mr. Miyishiro for Mr. Taylor, and explained that the Land Use Commissions would hear preliminary plans for development of the south side of Route 107 in Georgetown.
Richard Gibbons, Attorney for the GLDC re-development project, gave a brief introduction. He will submit a formal application, unrelated to the south parcel, at a future Zoning Commission meeting. The request will involve housing designs and possible elimination of age restriction.
Mr. Gibbons said that the sewage treatment plant has been completed. The state has approved application for a water diversion permit. The State Traffic Commission (STC) permit has been approved, as well as a remedial action plan for the entire site. Work during the summer includes uncovering a portion of the river. Work on the railroad pedestrian crossing and work on the roads should also begin soon.
Mr. Gibbons introduced members of the project team. Murray Levy and Sarah Anderson from Liro Architects and Planners; Bob Gilchrest from Solaris Landscape and Architecture; Rob Danielson, Environmental Engineer and Steve Soler.
Mr. Levy gave a presentation of the basic design elements of the “hub”, which includes a 300 car parking garage and bus stop for commuter use. The original plan called for a 624 vehicle structure that would be shared by Metro North, ConnDOT and the YMCA. The YMCA will now not be a part of the design plan. The site also includes a train station. The intent is to construct a green site that will focus on energy efficiency and resource conservation.
The project will have a lighting system that utilizes LED technology, and an educational garden of non-invasive native plant materials with a self sustaining natural bio-filtration system. The building design will reflect the early 19th century architecture common in other areas of Georgetown.
Mr. Gilchrest gave a brief presentation of the landscaping and garden plans.
The presentation concluded at 8:36 p.m. The Conservation Commission adjourned at 8:36 p.m.
The Zoning and Planning Commissions briefly discussed administrative matters.
