REGULAR MEETING
Chairman Taylor called the regular meeting of the Redding Zoning Commission to order at 7:32 p.m. and seated Ms. Atamian for Mr. Sanford.
CONSIDERATION OF THE MINUTES
MOTION: Mr. Casiello made a motion to accept the minutes of the Regular meeting of July 25, 2007 as submitted. Mr. Gordon seconded the motion and it was carried unanimously.
EXECUTIVE SESSION
MOTION: Mr. Casiello made a motion to enter Executive Session at 7:33 p.m. to discuss strategy with respect to enforcement and implementation of the Zoning Commission’s legal rights in relation to the obligation imposed by the Affordable Housing Statute. Mr. Gordon seconded the motion and it was carried unanimously.
MOTION: Mr. Gordon made a motion to come out of Executive Session at 8:08 p.m. Mr. Casiello seconded the motion and it was carried unanimously.
No votes or actions were made during Executive Session.
The Town Attorney was present and explained to the public that the purpose of the Executive Session was to discuss the affordable housing application before this Commission and the basis on which the Commission should base their decision.
John Shaban entered the meeting at 8:12 p.m.

Highstead Foundation, Inc., 127 Lonetown Road
The applicant requested that the Commission waive the need for a public hearing as they are not changing the use of the property or the hours of operation. The proposal is to add 1,000 square foot addition to the building. Mr. Taylor explained that they exist under a special permit, therefore a public hearing is required. A public hearing was scheduled for September 12, 2007 at 7:30 p.m.
Proposed Modification to Section 5.8 entitled “Protection of Historic Landmarks”
Frank Taylor explained that he was part of a Commission which would like to make Section 5.8 of the regulations clearer which would preserve historic landmarks in town.
A public hearing was scheduled for October 24, 2007.
Georgetown Land Development
Richard Gibbons, Attorney, was present and explained that he is present to bring the Commission up to date on the activity on their property. The Phase one Wastewater Treatment Plant is almost 90% complete. The water line has just recently been started. They anticipate that the entire plant will be done by the end of the year.
They are still trying to obtain easements for off site traffic improvements. A minor modification to the plans includes changing one of the roadways to be one way.
There will be an informational meeting on August 16, 2007 to explain and answer questions. DEP will also be present.
The city of Fairfield, CT. had written a letter in opposition to the diversion permit, but they have since withdrawn that opposition.
Scott Harrison was also present and stated that there was a group concerned with the drying of the trout stream. They had wanted Aquarion to divert the stream to prevent this.
The applicant is in the process of discussions with a developer concerning a commercial condominium and they will come back to the Commission with modifications.
They are still working on the deed restriction for the age 55 and older restriction.

The Commission decided to hold a special meeting in order to discuss in detail the documentation within the file for this application.

MOTION: Mr. Casiello made a motion to schedule a special meeting on August 20, 2007 at 7:30 p.m. to review the documentation for the Reeda B. Harsche application. Mr. Ventricelli seconded the motion and it was carried unanimously.
MOTION: Mr. Casiello made a motion to adjourn the meeting at 9:30 p.m. Mr. Gordon seconded the motion and it was carried unanimously.
