REGULAR MEETING
Chairman Taylor called the regular meeting of the Redding Zoning Commission to order at 7:30 p.m. and seated Amy Atamian for absent member Marshall Sanford.
CONSIDERATION OF THE MINUTES
MOTION: Mr. Sanford made a motion to approve the motions of the regular meeting of March 28, 2007 as submitted. Mr. Casiello seconded the motion and it was carried unanimously.
MOTION: Mr. Gordon made a motion to approve the minutes of the regular meeting for April 11, 2007 as submitted. Mr. Casiello seconded the motion and it was carried unanimously.
The First Church of Christ Congregational, 25 Cross Highway
MOTION: Mr. Casiello made a motion to approve the application submitted by the First Church of Christ Congregational, 25 Cross Highway for a Limited Duration Special Use Permit for the “Annual Church Fair” to be held September 29, 2007 from 10:00 a.m. until 4:00 p.m. and to waive the fees with the exception of publication fees. Mr. Gordon seconded the motion and it was carried unanimously.
New Pond Farm, 101 Marchant Road
MOTION: Mr. Casiello made a motion to approve the application submitted by New Pond Farm, 101 Marchant Road, for a Limited Duration Special Use Permit for the
“Annual Founder’s May Fair” to be held on May 19, 2007 from 11:00 a.m. until 4:00 p.m. Mr. Ventricelli seconded the motion and it was carried unanimously.
MOTION: Mr. Gordon made a motion to add GLDC/Richard Gibbons to the agenda to discuss a potential revision the site plan. Mr. Casiello seconded the motion and it was carried unanimously.

Mr. Gibbons was present for GLDC and explained that there is concern from parents of the children attending Land Mark Academy regarding the dust emanating from the property. The concerns came
about from March 28, 2007, which according the Mr. Gibbons was a dry windy day and there was a lot of dust blowing around. There were also men dressed in white suits walking the GLDC property, which was seen by some of the parents and caused concern. The proposal is to increase the height of the fence running along Portland Avenue and to put some kind of tarp on the fence to prevent dust particles from entering their property. The fence would be twelve feet high for 600 feet and would be temporary.
Mr. Gibbons submitted letter to the Commission detailing the proposal and he also submitted a letter from Land Mark Academy supporting this proposal. Mr. Casiello stated that he has received complaints from parents as well.
Mr. Gibbons feels that this temporary fence will be for approximately six months.
John Shaban entered the meeting at 7:38 p.m.
MOTION: Mr. Casiello made a motion that this proposal is a minor modification to the site plan and a public hearing will not be necessary. Mr. Gordon seconded the motion and it was carried unanimously.
Mr. Gibbons also distributed maps to the Commission. He further explained that the fence would be removed by GLDC once the demolition is completed. Mr. Gibbons also submitted the proposal form the Fencing Company to the Commission.
MOTION: Mr. Casiello made a motion to approve the installation of the fence along Portland Avenue to protect the Land Mark Academy from emanating dust as outlined in Mr. Gibbons letter submitted to the Commission and it shall be removed by December 1, 2007. Mr. Gordon seconded the motion and it was carried unanimously.
Procedures
The question was brought up at the last meeting regarding the appropriate time lines for the application submitted by Sixty Redding Road. Mr. Taylor explained that it is dependent on the application and the filing of the public hearing notice with regards to the time line allotted.
Mr. Taylor stated that the Commission needs to be stricter on accepting applications. They must submit applications which are complete. He also requested that time lines/calendars be attached to the files for every application. If an application is incomplete, it should be rejected. Any and all extensions must be submitted in writing.
Dennis Tobin stated that the Zoning Regulations are on a disc and are revised. Mr. Taylor asked that they be printed and copied as they stand now and submitted to the Commission at the next meeting.
