Zoning Public Hearing Minutes 02/28/2007

PUBLIC HEARING
Elio Cavicchia Sixty Redding, LLC, 60 Redding Road
Mr. Taylor reconvened the public hearing for Elio Cavicchia, Sixty Redding, LLC at 7:30 p.m.

Richard Contois, Licensed Land Surveyor, was present for the application and explained that Aquarion denied them water access.  They are currently working with the State to obtain assess to the on site well.  

Mr. Contois submitted the letter from Aquarion, the minutes from the WPCA meeting in which the sewer use was approved and revised site plans with details on the rock excavation.  

Peter Heynen, Geologist, was also present.  He also submitted his report to the Commission outlining the soil and rock slope and stability.  A gravity retaining wall is proposed.  

The parking lot on the south side will require different technique such as a tock four foot bench and a ten foot gabion stone mat.  There will also be a drop area for any pieces that may fall as well as a two foot concrete barrier if anything comes down, but they don’t anticipate anything coming down.  There will also be a six foot fence along the top of the slope.  

Less than 2,000 cubic yards of material will be removed from the site.  

Kevin Moon, resident of Redding Woods, requested assurance that there will be no damage to the foundations of the current homes from the blasting.

Peter Heynen stated that a pre-blast survey will be done as well as monitoring within a 500 foot radius of the area.  He does not anticipate any issues with the monitoring and the type of blasting proposed.

Jill Hill, Resident of Redding Woods, requested information on the existing road condition and the effect of the blasting.  Mr. Heynen stated that they will survey the road and other structures.

Kevin Moon is concerned with the foundation of the homes, the water, sewer system, odor from the establishment, and traffic in this area.

The approval from the WPCA was for 500 gallons per day.  

The Commission would like Milone and MacBroom to review these plans.  

Frank Taylor referenced the letter from a resident of 3 Woods Way addressing the same concerns already voiced by the audience.

John Fischer of Redding Woods asked that the Commission consider a bond for this project.  

Tom Gormley reminded the applicant that the Town will need to be reimbursed by the applicant for the fees associated with the review by Milone and MacBroom.

MOTION:  Mr. Casiello made a motion to continue the public hearing for Elio Cavicchia, Sixty Redding Road LLC until the next regularly scheduled meeting.  Mr. Ventricelli seconded the motion and it was carried unanimously.
