REGULAR MEETING
Chairman Frank Taylor called the regular meeting of the Redding Zoning Commission to order at 7:55 p.m.
CONSIDERATION OF THE MINUTES OF NOVEMBER 8, 2006
The following corrections should be noted on the minutes of November 8, 2006:
· Page 1, it should be noted that Joe Ventricelli was late to the meeting and was not seated.
· Page 1, Under Georgetown Village Restoration, Inc., it should read, “…June 10, 2007…”
MOTION: Mr. Casiello made a motion to approve the minutes of the regular meeting of November 8, 2006. Mr. Gordon seconded the motion and it was carried unanimously.
Elio Cavicchia Sixty Redding, LLC, 60 Redding Road
Further discussion was tabled as this application is still in public hearing.
Candace Benyei, 29 Giles Hill Road
Candace Benyei was present with Attorney Robert Fuller. She distributed a copy of the report to
the Commission. She stated that the Department of Agriculture visited her farm and conducted
an inspection.
New plans based on comments at the last meeting were submitted. Ms. Benyei stated that they
just received them and that Ms. Burnham of Milone and McBroom has not had the time to review
them yet.
Frank Taylor noted that there is a building on the site plans, but Ms. Benyei stated that she is not
proposing a building. Mr. Fuller stated that they would have that removed. Mr. Taylor reminded
Ms. Benyei and Mr. Fuller that these plans are to represent what is on the site as it exists now.
Attorney Fuller also requested that Nicole Burnham speak with their engineer directly.
Mr. Taylor also pointed out that the plans say “per owner”, did he verify these items? They also
need to show the swale and how it is done as well as the calculations.

New Pond Farm, 101 Marchant Road
Ted Lockwood was present and explained that there is one area in which planting would be
impossible for screening purposes. The additional areas have plantings including evergreens and
native materials. Additional plantings will be placed next to the stone wall in the spring.
Approximately 90% of the plantings are complete.
Georgetown Land Development
Dennis Tobin reported to the Commission that they are currently awaiting a demolition permit
and the Soil Erosion Sedimentation Control plans are still needed from DEP and they will be
included in the demolition plan. He is also waiting for the Flood Safety permit.
Mr. Tobin also provided photos of the retaining wall for the Commission as well as storm drains
located north of Portland Avenue.
Parker Coates
Mr. Coates was present with a zoning change proposal. He explained that he did take some of his
ideas from area towns with similar proposals.
Mr. Taylor recommended that he review the Stamford Regulations with respect to covering
Section 8-30g Affordable Housing. Mr. Taylor also questioned the width of the emergency
access.
Mr. Coates will review and come back with revisions.
A resident of Orchard Drive was present and requested that this type of development which is
proposed not be allowed in the middle of Redding as many of the residents would be upset. This
should be more near Route 107. She is also concerned because the 14 foot emergency access
would be on her property.
Communications
There will be a Weston Zoning retreat.
Richard Gibbons, representing GLDC, entered later in the meeting and explained that they will be
coming in for a demolition permit soon and they will be crushing the big blue warehouse and the
concrete will be crushed in place and re-used to building roads. The dust will be minimal.
They will be closing North Main Street permanently in the next 60 days. Signs will be posted.
Break away barriers will be put up for emergency access.
MOTION: Mr. Casiello made a motion adjourn the meeting at 9:08 p.m. . Mr. Sanford
seconded the motion and it was carried unanimously.
