REGULAR MEETING
AUGUST 9, 2006

Present:        Frank Taylor; Chairman, Gerry Casiello; Vice Chairman, Joseph Ventricelli, Ben Gordon, Amy Atamian, Marshall Sanford and Gary Miyashiro

CALL TO ORDER
Chairman Frank Taylor called the regular meeting of the Redding Zoning Commission to order at
7:30 p.m.  

APPROVAL OF THE MINUTES OF JULY 26, 2006
MOTION:  Mr. Gordon made a motion to approve the minutes of the regular meeting of
July 26, 2006 as submitted.  Mr. Casiello seconded the motion and it was carried
unanimously.

REDDING REPUBLICAN TOWN COMMITTEE
MOTION:  Mr. Sanford made a motion to approve the Limited Duration Permit for the Redding
Republican Town Committee for a Pig Roast to be held on October 15, 2006 at the Redding Boys
and Girls Club and to waive the fees with the exception of publication fees.  Mr. Gordon
seconded the motion and it was carried unanimously.

REDDING ELEMENTARY SCHOOL PTA
A representative of the PTA was present and explained that this is a fundraiser for the PTA.  
There will be local craftspeople as well as businesses such as Mary Kay and Tupperware.  She
does not believe that this will cause any more traffic than the bookfair.

MOTION:  Mr. Sanford made a motion to accept the application submitted by Redding
Elementary School PTA and to schedule a public hearing for September 13, 2006.  All fees with
the exception of publication fees shall be waived.  Mr. Gordon seconded the motion and it was
carried unanimously.

CANDACE BENYEI, 29 GILES HILL ROAD
Tom Gormley had requested that Nicolle Burnham of Milone and MacBroom do a review of the
property.  Ms. Burnham was present and distributed her report to the Commission, which
included aerial photographs.  As part of her review of the property, she went to the Richardson

property to see from their property lines.  

Ms. Burnham felt that what is out there is consistent with the plans.  The biggest deviation is at
the covered tarp shed on the Western portion of the property.  

The pasture to the east has a drainage ditch through it and there is a stone crossing through it as
well as a rip rapped swale.  

A letter from Samuel Partridge was also submitted to the Commission, which was dated August
7, 2006.  Ms.  Burnham questions if the design of the drainage swale done in the 1970’s is
adequate now.  

Ms. Burnham explained that stabilization is needed on the site.  The drainage system should be
evaluated, the design information should be provided, the curtain drain around the exercise wheel
should be pipe to the swale across the driveway, which is not noted on the plans, proximity to the
leaching fields from the rip rap swales is needed, the rooftop runoff from the proposed building
should be further evaluated, the brook at the south end of the property needs to be stabilized, and
the Town should consider stabilizing and drainage along Giles Hill Road.  

Attorney Robert Fuller was present and stated that nothing further has been done on the property.  
He stated that in Ms. Benyei’s mind this was a mistake and inadvertently done and a revised plot
plan will be submitted.  

Approximately 66 ½ yards of topsoil were removed for anti-tracking pad and some was moved
along the wall to create a berm.  No fill was brought in to the site.  Only processed stone was
brought in for the driveway, which was 288 cubic yards of stone.  A copy of the November 9,
2005 meeting was submitted which stated that 1300 yards of material will be moved around on
the site.  

The drainage ditch was previously approved by the Department of Agriculture and it was cleaned
out.  There has been no increase in runoff.  

A letter by Andrew Knapp was read into the record by Attorney Fuller and a copy submitted.  

Frank Taylor questioned Ms. Benyei’s Engineer if the plans presented are representative of what
is on the site.  Mr. Taylor also stated that the rip rap was not there when the Commission did their
walk of the property.  

Mr. John Richardson was present and stated that he has photos of fill being dumped on this site.  
He also disagreed that the swale was there previously and there is nothing in the Town records of
this swale.  The water is being directed toward his property.  Photos of the pipe were presented to
the Commission.

Laurie Richardson stated that an independent professional needs to review this project.  

Mr. Richardson feels that the water has gotten worse since this project began.  He also feels that
the Conservation Commission should be notified.    

Mr. Taylor explained to the applicant that the following items are needed:
·       A cross section of the proposed plan
·       A cross section showing the culverts
·       A calculation of capacity and recharge capacity of the plunge pool
·       What rain even would cause the plunge pool to overflow and where the water will go.

Tom Gormley requested that the information from the applicant be provided a week prior to the meeting so that the Consulting Engineer may review the information.  

MOTION:  Mr. Casiello made a motion to add the discussion of a Limited Duration Special Permit for the Gala of Offerings to 1000 Buddhas, Godstow, to the agenda.  Mr. Sanford seconded the motion and it was carried unanimously.

Mr. Gormley explained that this event will be the same as it was last year and that there will be approximately 50 people.  It is to be held on September 3, 2006 from 2:00 p.m. to 6:00 p.m.

MOTION:  Mr. Gordon made a motion to approve the Limited Duration Special Permit for the Gala of Offerings to 1000 Buddhas, Godstow with the conditions that no off premises signs be used and all fees shall be waived with the exception of publication fees.  Mr. Casiello seconded the motion and it was carried unanimously.   

COMMUNICATIONS
There were two letters which were reviewed by Mr. Gormley and the Zoning Commission.  

Mr. Gordon reported that the Zoning Board of Appeals has questions regarding the interpretation of the regulations with respect to apartments.  

ADJOURNMENT
MOTION:  Mr. Casiello made a motion to adjourn the meeting at 9:15 p.m.  Mr. Gordon seconded the motion and it was carried unanimously.
