REGULAR MEETING
Chairman Taylor called the regular meeting of the Redding Zoning Commission to order
at 7:30 p.m. Ms. Atamian was seated for Mr. Sanford.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF MAY 24, 2006
MOTION: Mr. Casiello made a motion to approve the minutes of the regular meeting of
May 24, 2006 as submitted. Mr. Gordon seconded the motion and it was carried
unanimously.
1. Robert and Susan Harrick, 212 Redding Road
The applicants explained that the Conservation Commission requested that they attend the Zoning Commission meeting to obtain input from the Commission regarding storage of equipment on the property. The Conservation Commission will base their decision on comments from the Zoning Commission.
Frank Taylor commented that there are currently three uses on the property. Mr. Harrick explained that the outdoor furniture retailer will be moving.
The Commission requested that the process gravel storage area be 25 feet off the property edge. They also need to stay out of the 100 foot flood plain.
The Commission indicated that this is a permitted use and there is no need for a public hearing. However, once the Conservation Commission indicates any conditions, they will need to present the Zoning Commission with plans. The Commission also indicated that they need to show the opening of the gate on the plans as well as the storage shed.
Activities at the High School
Copies of a letter were distributed to the Commission. The complaintants were present and explained that their property abuts the front of the High School. There are now two leagues using this field. The Lacrosse league has approximately 180 people as well as coaches and pop warner will begin July 24, with 240 kids and their coaches on the field at one time. She referenced Section 5.1 and 5.1.3 of the Zoning Regulations and feels that the High School is in violation. A photo of her property and the school was shown to the Commission.
The Director of Park and Recreation was present and explained his part in organizing the usage of the fields by various athletic organizations. He further explained that due to poor drainage on some of the fields, there is a need for additional uses on other fields.

Joseph Ventricelli stated that he was once the Chairman of Park and Recreation and does not feel that this is Zoning issue of intensifying the use. However, the neighbors issues are valid issues, but it is problematic in that there are not enough fields in town. Park and Recreation has a difficult time keeping up with the fields because they are overused due to the shortage. Mr. Ventricelli further stated that he is unaware of any case law of changing the intensification of field use.
John Shaban recommended the movement of the cheerleaders to another area. A representative of the school stated that he would look into this possibility in order to alleviate some of the use.
Frank Taylor stated that it is up to Park and Recreation to minimize noises, however, he does not believe that they have grounds to deny use of the fields. Moving some of the noise away from the area would be helpful.
Mr. Wilen asks if it would be possible to amend the regulations to limit the amount of people and/or teams on the fields. Mr. Gordon explained that he may propose an amendment.
The school and the Park and Recreation Departments have agreed to meet to come to some conclusion to alleviate some of the noise on the field.
Frank Taylor indicated that the Park and Recreation and the school needs to take into account the needs of the Town, which may require that the organizations have additional equipment, etc.
COMMUNICATIONS
Mr. Taylor reviewed the communications and discussed an issue concerning the Zoning Board of Appeals.
ADJOURNMENT
MOTION: Mr. Gordon made a motion to adjourn the meeting at 9:03 p.m. Mr. Casiello seconded the motion and it was carried unanimously.
