PUBLIC HEARINGS
1.      Krasniqui, 280 Ethan Allen Highway-Site Plan Approval for Two story restaurant Banquet Hall and Storage Warehouse Building.
Mr. Casiello, as acting Chairman, seated Mr. Shaban for Mr. Taylor.

Mr. Gordon read the legal notice into the record.

MOTION:  Mr. Sanford made a motion to enter the public hearing for the application submitted by Krasniqui for a site plan approval for a two story restaurant/banquet hall and Storage Warehouse Building at 7:30 p.m.  Mr. Gordon seconded the motion and it was carried unanimously.  

Representatives of the application explained that approval has been granted by the Conservation Commission and that they have applied for the review by the Local as well as the State Health Department.  No approvals have been granted by the Health Departments at this time.

The property consists of 2.63 acres with three buildings currently on the site.  One of the buildings is a strip mall with four one bedroom apartments above.  There is also a residential unit, which is a rental building and another residential unit in the back of the property.  Each building is serviced by its own septic system.  

The proposal will include the retail center remaining on the site and they will remove the fencing display into the warehouse building.  They will then construct a two story building in the area of the display fencing.  The new building will have covered parking in the rear and the second floor will provide for the roofing for the parking area.  The first floor will consists of 5,000 square feet and the second floor will consist of 8,000 square feet.  

The warehouse will be a storage facility.  The first floor will consist of an office and warehouse space.  The second floor will be completely warehouse.

Storm-water for this project will be equal for post and pre-development.  

All septic systems will be abandoned on the site and they will pump on the hill side and discharge effluent into galleries.  A new well, with treatment, will also be installed on the property.  

Additional large buffers will be provided with the neighboring properties.

The restaurant use would be off peak hours.  They do not anticipate a lot of traffic with this proposal.  Lunch hours will be 11:00 a.m. until 3:00 p.m. and dinner will be from 5:00 until 10:00 during the week and until 12:00 a.m. on the weekends.  

Restaurant seating will be 25 on the first floor and 80 on the second floor.  

The applicant does meet the minimum requirements for parking on the site.  However, they are currently working with the local establishments in the area to use their property for possible overflow parking.  The veterinarian has been very positive regarding this idea.  

Mr. Gordon supplied the applicant with a copy of the report by the Fire Marshall, which they indicated they have not yet received.  The applicant does not feel that they will require the use of sprinklers in the warehouse, but is in agreement with the additional requirements set forth by the Fire Marshall’s memo.  

There was no one in the public wishing to speak regarding this application.  

The maximum impervious area is 75% and they are at 51%.

MOTION:  Mr. Gordon made a motion to close the public hearing at 8:01 p.m.  Mr. Sanford seconded the motion and it was carried unanimously.
