REGULAR MEETING MOTIONS
January 25, 2012
7:30 pm-Hearing Room, Town Hall
Redding, Connecticut

Present:  Gerry Casiello, Chair; Ben Gordon, Marshall Sanford, and alternates Gary Miyashiro and Michael Hoffman
Also present:  Robert M. Flanagan, CZEO; and seven members of the public
Absent: Vice Chairman Joe Ventricelli, Ted Ogonek, Amy Atamian

Mr. Casiello called the regular meeting to order at 7:30 pm.
Mr. Miyashiro was seated for Mr. Ogonek and Mr. Hoffman was seated for Mr. Ventricelli for the entire meeting.

Approval of Minutes
Motion: move to accept the minutes of the Regular Meeting of December 14, 2011 as submitted. Sanford, Gordon.   Approved unanimously.

Application 12-01Z – Saint Patrick Roman Catholic Church, 169 Black Rock Turnpike (Assessors Map 23 & Lot 43.)  Mr. Flanagan noted that the application was complete and all fees were paid.  The application is for a Limited Duration Special Permit for an event, “Your Gold for Good”, to be held on Saturday, March 3 thru Tuesday, March 6, 2012, from 10 am to 6 pm each day, in the Parish Rectory. Mr. Ralph Lazzaro, representing the applicant, explained the small private event would take place in the church rectory, offering the purchase of gold from the participants.  No traffic issues are anticipated and only 25 to 30 participants are expected over the course of the weekend.

Commission members discussed the need for a Limited Duration Special Permit (LDSP) and the associated Public Hearing for the event.  The commission concluded that a permit and the hearing was not necessary.

Motion: move that the Zoning Commission ruled that a Limited Duration Special Permit and the associated Public Hearing for the St. Patrick’s Church event, “Your Gold for Good” was not needed.  Sanford, Gordon.  Approved unanimously.
                
APPLICATION 12-02z – New Pond Farm, 100 Marchant Road (Assessors Map 12 & Lot 79)
Mr. Flanagan noted that the application was complete and all fees were paid.  The Limited Duration Special Permit is for an event, “A Run for the Cows”, a 5K Run, to be held on May 6, 2012, beginning at 7 am and ending at noon.  This is a new event which requires a Public Hearing.  Ann Taylor, representing New Pond Farm added that they hope this will become an annual event.  Pre-registration for the event is required.  

Motion: move that the Zoning Commission accept the application and set the date of February 22, 2012 for a Public Hearing on the Limited Duration Special Permit event “A Run for the Cows.”  Sanford, Gordon.  Approved unanimously.
APPLICATION 12-03Z Redding Garden Club, for renewal of a Limited Duration Special Permit for the event “For the Love of Gardening” garden tour.

This event, last held three years ago, is a tour of eight different garden properties in Redding, and planned for June 9, 2012 from 10 am thru 4:30 pm.  Mr. Casiello noted the last event included activities that were not a part of the Limited Duration Special Permit.  The sale of retail merchandise in a residential zone is prohibited.  The Chairman of the Garden Club, Mrs. Melanie Golstine, representing the Redding Garden Club asked if a separate Tag Sale permit could be obtained so that a “boutique tag sale” could be conducted at one of the properties.  This was an acceptable alternative to a making that a part of the application.

Motion: move that the Zoning Commission approve the Limited Duration Special Permit for the Redding Garden Club event “For the Love of Gardening” as presented.  Sanford, Hoffman.  Approved unanimously.

Application – 11-32Z – Georgetown Land Development Co., LLC -  Owner of 28 Main Street, - Map 46 & Lot 158 - Redding, CT.  Applicant:  Georgetown Special Taxing District

Mr. Flanagan noted that the expiration for the GLDC Master Plan is May 9, 2015, a date based on Public Act 11-5 of the Connecticut General Statutes (CGS). The applicant could apply for an additional 5 year extension, bringing the date out until May 9, 2020.  A demolition permit for the demolition of one of the buildings on site was signed today by Mr. Flanagan.  The demolition is necessary for the realignment of Portland Avenue

JOHN HAYES, TOWN PLANNER AND REGULATION CONSULTANT:
Status update and review of three items:

  • Review of a rough draft amendment for SWECS (Small Wind Energy Conversion Systems.
Mr. Hayes provided copies of the draft amendment for review. Minor revisions were suggested.

Motion: move that the Zoning Commission schedule a Public Hearing on March 14, 2012 for an amendment the Redding Zoning Regulations to incorporate the revised SWECS regulations.  Sanford, Gordon.  Approved unanimously

  • Review of the Incentive Housing Zone Initiative by the Redding Planning Commission.
Mr. Hayes recapped the work being done by the Redding Planning Commission on the Incentive Housing Zone Initiative and the identification of three general locations that might meet the criteria.  The three areas are: Southern part of Georgetown on Old Mill Road; also in the Georgetown area, west of the railroad tracks and south of Route 107; Route 7, near Old Redding Road. The Route 7 site may hold the most promise for this initiative.

  • Review of a timeline for incorporation of statutory revisions to the Zoning Regulations.  Mr. Hayes reported there are only a few minor revisions and the changes could be completed soon.
GLDC (Georgetown Land Development Co.)
Mr. Chris Lynch arrived following the earlier discussion of the GSTD discussion of the roadway work and demolition.  He was provided additional information regarding the demolition and work being undertaken.  The demolition of the building behind the office building is planned to begin in early March and be completed mid-April.  The roadway work will follow that project. The roadway work (realignment of Portland Avenue) is planned to coordinate with the work being done by the separate project at the intersection of Route 107 and Portland Avenue.
AGENDA ADDITION
Motion: move that the Zoning Commission add to the agenda a discussion with Mike D’Agostino regarding signs at the Redding schools. Sanford, Miyashiro.  Approved unanimously.

DISCUSSION WITH MIKE D’AGOSTINO REGARDING SIGNS AT THE REDDING SCHOOLS
Mr. D’Agostino requested direction or approval from the Zoning Commission for the use of sandwich board signs at the Redding schools to promote school events or announcing information.  Mr. D’Agostino requested a standing approval of the usage of the signs, at the discretion of the school administration, and in compliance with Zoning Regulation 5.9.6, Municipal Signs. The Board of Selectmen reviewed the request and gave their approval pending approval of the size and design of the proposed sign by the Zoning Commission.

Mr. Casiello will check with the town attorney regarding the issue, and suggested it may be more appropriate to seek a variance from the Zoning Board of Appeals.  Mr. D’Agostino responded that he is open to alternative ideas and suggestions.

COMMUNICATION
Mr. Flanagan reported that a large barn was being erected without the proper zoning and building permits and may not meet the proper setback requirements of the zoning regulations.  The construction has been halted by the combined intervention of the Building and Zoning departments.  

The Building Inspector and Mr. Flanagan are working closely on the issue of building projects without proper permits.  

Mr. Flanagan also noted that the zoning office has been very busy with zoning permits recently and that the zoning budget has achieved its FY 10/11 revenue projections as of January 15, 2012.
