REGULAR MEETING MINUTES
March 23, 2011

Present:  G. Casiello, Chair; J. Ventricelli, B. Gordon, M. Sanford and alternate A. Atamian

Mr. Casiello called the regular meeting to order at 7:30 pm.

APPROVAL OF MINUTES
Motion: move to accept the minutes of the Public Hearing of February 9, 2011 as submitted. Sanford, Ventricelli.  Approved. Unanimous

DISCUSSION AND ACTION ON APPLICATIONS

Application 11-02Z, Redding Garden Club, renewal of the Limited Duration Permit for the annual plant sale to be held on Town Green, May 7, 2011 from 9:00 am to 1:00 pm.

Motion: move that the Zoning Commission approve Application 11-02Z as submitted and discussed.  Sanford, Ventricelli.  Approved. Unanimous.

Application 11-03Z, Mark Twain Library, renewal of the Limited Duration Permit for the annual Frog Frolic to be held at the Redding Community Center on May 7, 2011 from 10:00 am to 4:00 pm.

Motion: move that the Zoning Commission approve Application 11-03Z as submitted and discussed. Sanford, Ventricelli.  Approved. Unanimous.

Application 11-04Z, First Church of Christ Congregational, renewal of the Limited Duration Permit for their 305h Annual Church Fair to be held on September 24, 2011 from 10:00 am to 4:30 pm.  

Motion: move that the Zoning Commission approve Application 11-04Z as submitted and discussed. Gordon, Ventricelli.  Approved. Unanimous.

Application 11-05Z, Georgetown Village Restoration, for renewal of Limited Duration of Permit for 9th annual Georgetown Day to be held on Sunday, June 12, 2011 from 12:00 pm to 7:00 pm.

Motion: move that the Zoning Commission approve Application 11-05Z as submitted and discussed.  Gordon, Sanford.  Approved. Unanimous.

Application 11-06Z, Redding Boy Scout Troop 15, for renewal of Limited Duration Permit for annual Spaghetti Dinner to be held at the West Redding Volunteer Fire Department on May 7, 2011 from 4:45 pm to 8:00 pm.  

Motion: move that the Zoning Commission approve Application 11-06Z as submitted and discussed.  Sanford, Gordon.  Approved. Unanimous.

Application 11-07Z, New Pond Farm, for renewal of Limited Duration Permit for annual Founders’ May Fair to be held on Saturday, May 14, 2011 from 11:00 am to 4:00 pm.  

Motion: move that the Zoning Commission approve Application 11-07Z as submitted and discussed.  Sanford, Ventricelli.  Approved. Unanimous.

Application 11-08Z, 5K Road Race, PTA Redding Elementary School, for renewal of Limited Duration Permit for annual RES Raccoon Fun Run and Walk to be held on Saturday, May 28, 2011 at the Redding Elementary School starting at 8:45 am.

Motion: move that the Zoning Commission approve Application 11-08Z as submitted and discussed.  Sanford, Ventricelli.  Approved. Unanimous.

Application 11-09Z, Saint Patrick Roman Catholic Church Corporation:  The application was submitted for a Limited Duration Special Permit for A Church Spring Fair to be held on June 11, 2011 from 8:30 am to 8:00 pm on the Church property located at 179 Black Rock Turnpike.  Mr. Flanagan noted that since the application was originally submitted, the proposal for the event had changed. Mr. Joe Bonomo, representing Saint Patrick Church, explained that the event has been scaled back and is now a simple tag & bake sale to be held on the Church parking lot property.  Commission members discussed the need for a Limited Duration Special Permit or whether this event could be classified as a tag sale and handled administratively.  The consensus of the Commission was that the event could be classified as a tag sale and should be handled administratively.

Application 11-10Z – Redding Country Club Inc.-109 Lonetown Road / 91 Lonetown Road and One Twenty Five Lonetown Road Associates LLC. - 125 Lonetown Road   An Application was submitted for Amendment to Permitted Special Use and Site Plan.

Motion: move that the Zoning Commission accept the application and set a Public Hearing date of April 27, 2011 for Application 11-10Z.  Sanford, Atamian.  Approved. Unanimous.

Application 11-11Z, Earth, Wind & Solar, LLC, 1 Longwood Road, Redding, CT.  This is for proposed Amendments to Section 5.15 of the Redding Zoning Regulations.  Mr. Flanagan noted that some application fees were received for this application, but additional fees will be required for engineer and attorney review of the application.  The applicant, Mr. J. Parker Coates, stated he would like the application to move forward, and he does not believe an attorney and engineer review will be necessary as the Zoning Commission has attorneys on the board and the project requires the work of a certified engineer. Mr. Casiello noted that a change in the zoning regulations will require review by the Redding Planning Commission, surrounding towns, SWRPA and HVCEO.  He added that a Public Hearing could be scheduled based on all review fees being paid.  Mr. Flanagan will have a Scope of Work prepared by the town attorney and the town engineer and will forward those cost estimates to Mr. Coates.

Motion: move that the Zoning Commission accept the application and set a Public Hearing date for May 11, 2011 Application 11-11Z.  Sanford, Ventricelli.  Approved. Unanimous.

DISCUSSION
Mr. Flanagan introduced Mr. Brock Williams who has been working in the Zoning Office as Assistant Zoning Officer.  Mr. Williams, who will complete his Master’s degree studies with SCSU in May 2011, has also been working part-time in the Assessor’s office.  His work in the Zoning Office will be as an on-call employee and will be funded through the use of existing money already appropriated in the Zoning budget.  When he is not working in the Zoning Department, Mr. William’s will continue his part-time work with the Assessor’s Office.
