Present: ~~ Gerry Casiello, Chairman; Ben Gordon, Secretary; Marshall Sanford; Joe Ventricelli, Gary Miyashiro; Amy Atamian; Ted Ogonek
Also present: Robert Flanagan, ZEO; Don Takacs, Chairman of the RAFC; Chris Hocker, Paul Winstanley, RAFC; Jan Dorenbosch, Redding Park and Recreation Commission.
Absent: John Shaban, Vice Chairman

Ted Ogonek was seated for John Shaban.

1) Approval of Public Hearing Minutes December 8, 2010
MOTION: Made by Mr. Sanford and seconded by Mr. Ventricelli to approve as revised. Carried unanimous.

2) Approval of Regular Meeting Minutes December 8, 2010.
MOTION: Made by Mr. Sanford and seconded by Mr. Ogonek to approve as submitted. Carried unanimous.

3) Application 10-03Z- Town of Redding, 100 Hill Road -   Deliberations for Special Permit and Site Plan Review for Community Center Athletic Field.  

MOTION: Made by Mr. Gordon and seconded by Mr. Ventricelli to approve the application pursuant to the following resolution:
RESOLUTION OF APPROVAL
Whereas the Redding Zoning Commission (the Commission) has received application 10-03Z from the Town of Redding, Connecticut, for a Special Permit for Improvements to the Redding Community Center Athletic Field #2, located at 37 Lonetown Road, Map 21/ Lot 42A, which includes the construction of a 360’ x 195’ dual purpose artificial turf field.

Whereas the Commission held meetings and public hearings held on application 10-3Z on October 13, 2010, November 10, 2010, December 8, 2010 & January 12, 2011.

Whereas the Commission has reviewed all of the documents by the applicant and town staff as follows:

1)  See Listing (Attached) of Redding Zoning Commission – Town of Redding – Special Permit and Site Plan Review Documents Application 10-03Z – Athletic Field #2 located at 37 Lonetown Road – Map 21 & Lot 42A.  This document dated February 9, 2011.

The following findings have been made by the Commission:
1)  The proposed use is consistent with the purposes of these regulations (Article II).
2) The location of the site, and the location, nature, size and intensity of the proposed buildings, structures, parking, uses and activities will be in harmony with adjacent areas, and will not impair the residential values or natural environment of the nearby area and of the community.
3) Parking areas, traffic access, water supply, sewage disposal, stormwater control, fire and police protection, and utility services will be adequate for all proposed uses.
4) Standards for environmental protection (see Section 5.3) will be fully met.
5) The specific layout in design of facilities, with any amendments to the site plan specified by the Commission, meets requirements of these regulations (see Section 5.2.4).
6)  All other standards of these regulations are satisfied.

This Approval is subject to the following conditions:
 1)    A copy of the final site plan and permit will be filed on the Land Records in the Office of the Town Clerk.
 2)    A signature block shall be provided on the Site Plan Map L101 for the Chairman of the Commission to sign.
 3)    No activity shall take place on site without written notification to the Zoning Enforcement Officer.
 4)    Any deviation from the approved plans may require approval of the Commission after staff review and discussion with the Chairman.
 5)    All erosion and sediment control measures shall be installed prior to site disturbance and inspected after each rainfall and weekly by the applicant’s engineer.
 6)    As-Builts prepared by the design engineer will be required to be submitted for review by Commission staff and the Town Engineer.
 7)    No activity will take place on site until a preconstruction meeting is held with the Commission’s staff, the design engineer and the contractor.
 8)    This permit shall not be construed as relieving the permittee of the obligations to obey all federal, state and local laws.
 9)    Any transfer or assignment of this permit shall require approval of the Commission.
10)     Within two weeks of the completion of the work, the permittee shall submit to the Commission photographs no less than five inches by seven inches of the work or        as built portions of the work so specified by the Commission.
11)     The payment of any outstanding Milone and MacBroom invoices must be paid in full prior to the permit being issued.
12)     This permit may be revoked of the permittee exceeds the conditions or limitations of this permit or has secured the permit through deception or inaccurate      
        information.

Application 10-03Z-  Carried unanimous.

4) Application 10-05Z – Brookside Preschool, LLC (property owner Suzanne Fogle), 7 Long Ridge Road –Deliberation for Special Permit and Site Plan review for a Private School.

MOTION: Made by Mr. Gordon and seconded by Mr. Ventricelli to approve the application pursuant to the following resolution:
RESOLUTION OF APPROVAL
Whereas the Redding Zoning Commission (the Commission) has received application 10-05Z from the Brookside Preschool (Suzanne Fogle – Property Owner), for the Special Permit and Site Plan Application for a Private School located at 7 Long Ridge Road, Redding CT..

Whereas the Commission held a meeting and public hearing on application 10-5Z on February 9, 2011.

Whereas the Commission has reviewed all of the documents by the applicant and town staff as follows:
See Listing (Attached) of Redding Zoning Commission – Listing of Redding Zoning Commission - Special Permit and Site Plan Review Documents from Brookside Preschool (Suzanne Fogle – Property Owner) Application 10-05Z – for a Private School located at: 7 Long Ridge Road – Map 12 & Lot 36, dated February 9, 2011

The following findings have been made by the Commission:
    1)         The proposed use is consistent with the purposes of these regulations (Article II).
    2)         The location of the site, and the location, nature, size and intensity of the proposed buildings, structures, parking, uses and activities will be in harmony with adjacent areas, and will not impair the residential values or natural environment of the nearby area and of the community.

Application 10-05Z  - Carried unanimous.

5) Application 11-01Z - Region 9 Board of Education, (Joel Barlow High School) 100 Blackrock Rock Turnpike – Discuss with commission Site Plan Amendment for scoreboards.

Walter Czudak, Region 9 Board of Education, presented the application to the Commission. Two scoreboards are proposed, one for hardball and one for softball. The Conservation Commission found there to be no wetland issues but the project is within a wetland border approved site.
MOTION: Made by Mr. Sanford and second of Mr. Ventricelli, it was determined this item did not require a public hearing as it is a minor site plan amendment.
MOTION: Made by Sanford and seconded by Ventricelli to approve with conditions. Carried unanimous.

6) Election of Officers
MOTION: Made by Mr. Gordon and second by Mr. Sanford to nominate Gerry Casiello as Chairman of the Zoning Commission. Carried unanimous.

MOTION: Made by Mr. Gordon and second by Mr. Sanford to nominate Joe Ventricelli as Vice Chairman of the Zoning Commission. Carried unanimous.

MOTION: Made by Mr. Ventricelli and second by Mr. Sanford to nominate Ben Gordon as Secretary of the Zoning Commission. Carried unanimous.

At this time, there are no future agenda items.

The meeting adjourned at 8:22 p.m.
