Present:   Gerry Casiello, Chairman; Ben Gordon, Secretary; Marshal Sanford; Joe Ventricelli; Gary Miyashiro; Amy Atamian; Ted Ogonek
Also Present:  Robert Flanagan, ZEO; Don Takacs, Chairman of the RAFC; Chris Hocker, Paul Winstanley, RAFC; Jan Dorenbosch, Redding Park and Recreation Commission.

Absent:  John Shaban, Vice Chairman

Ted Ogonek was seated for John Shaban.

PUBLIC HEARING - Application 10-03Z- Town of Redding, 100 Hill Road -  Deliberations for Special permit and Site Plan Review for Community Center Athletic Field

Robert Flanagan, Redding ZEO presented an updated list of items to be submitted for the record. Mr. Casiello read the list into the record.  Barry Blades, Blades and Goven, summarized the status of a list of concerns discussed at the last meeting:

1.  The engineering item with regard to the connection to the Field 1 system now conforms with the Milone and MacBroom recommendation, documented in a December 17, 2010 letter;

2.  Controls/safeguards/supervision of any blasting covered in a December 27, 2010 letter;

3.  A new set of drawings fully updated;4.  No cost effective solution could be determined with regard to noise impact for neighbors; existing vegetation and change in elevation should suffice for an adequate barrier.

Mr. Casiello reported that he consulted with the Town Engineer with regard to an “acoustical berm”. According to Nicolle Burnham, most of the on site materials could not be used for such a berm,  and  the berm itself,  once constructed, would be  ineffective.  Mr. Casiello expressed concern about the disposal of earthen materials and town liability.  There was no public comment.  Mr. Casiello asked the Commission members to review the special permit requirements to be sure that all were met.

MOTION:  Made by Mr. Sanford and seconded by Mr. Gordon to close the public hearing at 7:40. Carried unanimously.

PUBLIC HEARING - Application 10-05Z – Brookside Preschool, LLC (property owner Suzanne Fogle), 7 Long Ridge Road –Special Permit and Site Plan review for a Private School.

MOTION:  Made by Mr. Sanford and seconded by Mr. Ogonek to open the public hearing at 7:40. Carried unanimously.

Robert Flanagan, Redding ZEO, submitted for the record a list of 24 items for this application.
Attorney William Harrison, representing the applicant, gave a brief description of the activities and expected attendance at the preschool. Previous use of the 6 acre parcel was a home chiropractic office. There should be no impact on traffic, and there will be a minor parking modification. Buffer plantings will be utilized to minimize visual impact on neighboring properties and additional fencing is planned.
Michael J. Mazzucco, P.C., gave a brief presentation which included maps and drawings. Mr. Mazzucco discussed the driveway, parking and lighting.
Mr. Casiello read correspondence received into the record. This included approvals from the Town of Redding Health Department, Planning and Conservation Commissions, the Connecticut Department of Health, Fire Marshal Mike Grasso, Aquarion Water and neighbor Barry Finch. All correspondence expressed was positive. Mr. Casiello asked the Commission members to review the special permit requirements to be sure that all were met.

MOTION:  Made by Mr. Sanford and seconded by Mr. Ventricelli to close the public hearing at 8:05 p.m. Carried unanimously.

The public hearing ended at 8:05 p.m.
