The meeting was called to order at 8:00 p.m.
REGULAR APPLICATIONS:
0510-1: 147 Redding Road, Jacek and Anna Grzybowinski, Owners, Arnaud de la Gueronniere, Agent—request variance to Sec 4.6.5(a), reduce front yard setback from 50 feet to 35 feet, proposed garage and driveway revision. (Postponed from April 20, 2010. Continued from May 15, 2010)
Arnaud de la Gueronniere presented the application to the Board. Jacek Grzybowinski, property owner, was also present to answer questions. The purpose of the project is to construct a new 2 car garage, increase the living space from 1139 square feet to 3200 (adding 2061 square feet), and increase gross square feet from 2554 to 4869 and make a driveway revision for easier access on a steep, heavily ledged parcel. During initial discussion at the May 18, 2010 meeting, it was determined that the frontage of the property was questionable, and that a variance may be required for a rear setback, not a front setback as first noticed. Discussion was tabled on this item pending legal counsel. Attorney Mick Lavelle reviewed the application, and determined the street frontage to be on Nob Hill Road. Mr. de la Gueronniere
submitted a letter from Michael Riordan, a licensed Land Surveyor, who also stated that the front line ran along Nob Hill Road.
A letter from Randolph Alcaide and Heidi Perna, 155 Redding Road, was read into the record, expressing no objections with the project. Board members suggested other options, such as rotating the structure that would not require a variance. Board members were also concerned with the size of the proposed structure.
0610-1: 15 Main Street, Mely LLC, Georgetown, CT; New Canaan Design Partners, LLC, Agent—request variance from Article 6.2 in order to permit immediate action in acquiring a demolition permit for a structure that is over 50 years old.
Ellen Malmon New Canaan Design Partners, LLC, presented the application and answered questions from the Board. Ms. Malmon showed a photograph of the structure, depicting the shell of a building with serious structural deterioration and no potential for re-use. The structure is not considered historic and poses a safety issue. Three letters of support for immediate demolition were submitted. The proposed new 3 story building will be commercial retail use on the first floor and commercial space above.
Upon motion of Ms. Litof and second of Mr. Morton, the Board entered Deliberative Session at 8:31 p.m.
0510-1: 147 Redding Road: After discussion, and upon motion of Ms. Litoff and second of Mr. Morton, the Board unanimously voted to deny the application based on lack of hardship and the presence of other alternatives available to expand within the setback.
0610-1: 15 Main Street: After careful consideration and discussion, upon motion of Mr. Morton and second of Mr. Furrer, the Board unanimously voted to grant the application.
Upon motion of Ms. Litof and second of Mr. Morton, the Board voted to exit deliberative session at 8:50 p.m.
The Board voted unanimously to adjourn at 8:50 p.m.
