The meeting was called to order at 8:00 p.m.
REGULAR APPLICATIONS:
0806-1: 124 Redding Road, Frank Palazzolo, Owner: Request variance to Sec. 5.17.2, OR Sec. 4.6, to allow an addition to an existing garage.
Mr. Palazzolo presented his application to the Board, and explained that the work will not change the existing garage footprint. The building has been in existence since before 1986, and is therefore non-conforming. The garage is approximately 10 feet from Redding Road. The peak of the addition will be 14’ to 15’ above the driveway level. The building itself is within the setback, so a variance is required to permit adding to a non-conforming building.
Mr. Morton recused himself from the following hearing, and Heloise Fahan stood as Alternate in his place.
0806-2: 439 Redding Road, Mark Twain Library, Applicant: Request variance to Sec. 5.9.2, Permissible Signs; to permit directional signs above the limit of 4, to a total of 24 signs.
George Brooks, Board member from the Mark Twain Library, presented the application to the Board. The Annual Mark Twain Library Book Fair is a fundraiser that generates 11% of the total library budget operating costs. The Town of Redding provides only 55% of the library budget, where in other Connecticut towns it is 85%. The book fair is one of four major fundraising events throughout the year. Many of the book dealers that attend are from different areas of the region, and represent a large percentage of what the Library expects to raise. It is important that anyone, including dealers and especially potential customers, can find the site of the Book Fair.
A total of 24 18” X 24” signs and 5 sandwich boards are being requested.
Upon a motion by Mr. Given, seconded by Mr. Thompson, the Board voted unanimously to enter deliberative session at 8:31 P.M.
DELIBERATIVE SESSION:
0806-1: 124 Redding Road, Frank Palazzolo, Owner:
Upon a motion by Ms. Litoff, seconded by Mr. Morton, the Board voted
5-0 to grant the variance to allow an addition to an existing building within the front yard setback, based on the building’s non-conforming status, and that the footprint will not be increased.
0806-2: 439 Redding Road, Mark Twain Library, Applicant:
Upon a motion by Ms. Litoff, seconded by Mr. Thompson, the Board voted
5-0 to grant the variance to allow 25 signs, to carry for a five year term, as long as the location of the Mark Twain Library Book Fair remains at the Redding Community Center, 37 Lonetown Road; to adhere to other regulations with regard to signage, and that the signs will be removed within 24 hours of the end of the event.
Upon a motion made by Mr. Given, and seconded by Ms. Litoff, the Board voted unanimously to exit deliberative session at 8:37 P.M.
Upon a motion made by Mr. Given, and seconded by Mr. Litoff, the Board voted unanimously to adjourn at 8:37 P.M.
