Chairman Shaban called the regular meeting of the WPCC to order at 7:34 pm.
APPROVAL OF MINUTES
Motion: move that the minutes of the November 17, 2010 meeting be accepted as submitted. Robinson, Pattee. Approved. Unanimous.
PUBLIC COMMENT
Steven Pomazi, Sunset Hill: question regarding the impact of the plant on the Norwalk River. Mr. Pomazi added that he fishes that river and had recognized an improvement in the quality of the water over the last few years. He also questioned the financial impact on the Town of Redding for the operation of the wastewater treatment facility without the GLDC project moving forward. Mr. Pattee responded to the question regarding the river quality. The water quality is monitored monthly by the River Watch Harbor Watch. Dick Harris of that group is very pleased with the operation of the new plant. Mr. Shaban responded to the question regarding the financial implications. As the GLDC project is at a standstill and the monthly “delta” payments are not being made, there is a financial deficit. The Town of Redding
has “loaned” the WPCC some money to cover the operation cost of the plant. The plant has a capacity of 245,000 gpd, and is currently operating with a flow of less than 65,000 gpd. Operation costs have been reduced as much as possible, but without the revenue from GLDC, the plant is operating at a deficit.
REPORT FROM VEOLIA WATER
Mr. Gervais highlighted his written report.
- Average flow was 75,000 gpd. Mr. Gervais was concerned about the high flows, the flow on Monday, December 13 was 88,000 gpd.(see discussion of Meadow Ridge flows).Mr. Gervais added that most of the inflow is diluted water.
- Blower starter: the Allen Bradley slow starter motor was defective, Mr. Gervais is getting prices for a replacement
- Sound filter on rooftop: two sound filters were replaced
- Flow meter at pump station: the rebuilt of the flow meter is taking longer than expected. Commission members stressed the importance of getting the flow meter at the pump station operational as soon as possible to allow for the monitoring of flows to the plant.
- Diesel fuel for the generator was delivered.
- Membranes: these were dip cleaned.
- Anoxic mixer: faulting out problems have been resolved.
- Mr. Gervais current assistant is Ben North. Mr. North is a Class 2 operator and is taking the Class 3 exam next month
UPDATE ON MEADOW RIDGE
Frank Bua, Plant Operation Director for Meadow Ridge, addressed the water flows from the Meadow Ridge facility. Because of the high water flows, especially from the newest wing of the facility, Mr. Bua had an inspection of all units performed. They discovered humidifiers and commodes that were not functioning correctly and causing an influx of clear water into the system. Most of the fixtures have now been corrected, and there should be a noticeable decrease in flows. Meadow Ridge management is aware that their flows were high and are responsible for payment. The facility is currently 90-92% occupancy and Mr. Bua expects that to increase to 94% shortly.
AGENDA CHANGE
Motion: move to add an update from GLDC/GSTD to the agenda. Shaban, Pattee. Approved. Unanimous.
UPDATE FROM GLDC/GSTD
Mr. Shaban reported work on the quit claim deed transfer of the plant to the WPCC/Town of Redding is moving forward. He is waiting for a response from GSTD on the final agreement and completion of the transfer. Mr. Shaban is hopeful this can be resolved by the January meeting.
The Assessment Agreement process completion is being confirmed. Assuming the appeal time has elapsed; all the legal steps have been completed. When confirmation is complete, a bill for the new assessment will be forwarded to GSTD. If payment is not made, a statutory lien will be placed on the property.
WPCC REGULATIONS
Motion: move that the WPCC approve the Regulations Regarding the Use of the Sanitary Sewers in the Town of Redding as presented 12/15/2010, and an approved set will be placed on file with the Redding Town Clerk. Pattee. Moisio. Approved. Unanimous.
Mr. Pattee will prepare the final document in a PDF format, making necessary non-substantive corrections, and forward the document to the Town Clerk.
FINANCIAL STATUS AND APPROVAL OF INVOICES
The financial documents were reviewed.The cash balance on hand as of today is $27,648.28.A check from Meadow Ridge for $52,222.71 had a stop payment, but the Meadow Ridge management has agreed to make the payment as a result of the resolution of the water flow issues.
Open invoices were reviewed.
Motion: move that the WPCC approve payment of the following invoices:
TransCanada, 12/9/10, #333920 for $4,230.75
CL&P, invoice dated 12/7/10 for $1, 828.39
Pullman & Comley, #242760, dated 12/8/10 for $1,200.00
Motion by Moisio, seconded by Robinson. Approved. Unanimosu.
Motion: move that the WPCC approve payment of the following invoice, subject to the receipt of the payment from Meadow Ridge:
Veolia, Monthly Services November 2010, $23,984.10
Motion by Robinson, seconded by Moisio. Approved. Unanimous.
It was noted that the payment of the WPCC portion of the Clean Water Loan for $137,155.72 was approved at the November meeting, but has not yet been processed. Mrs. Moisio will follow up on this issue.
