WATER POLLUTION CONTROL COMMISSION
PUBLIC HEARING
October 27, 2010

Also present: R. Gervais (Veolia Water) and one member of the public
Mr. Shaban opened the Public Hearing to order at 7:39 pm in the Old Town Hall
The Warning for the Public Hearing was read by Mr. Eubanks.
Warning
Notice of Special Water Pollution Control Commission Meeting
The Legal Voters in the Town of Redding, Connecticut, and those entitled to vote therein, are hereby warned and notified to meet at the Special Water Pollution Control Commission Meeting to be held at the Old Town Hall in Redding Connecticut on Wednesday, October 27, 2010 at 7:30 pm EST for the following purpose:
- Adopt the Notice of Proposed Assessment as stated in the Resolution for Division into Districts and Supplementary Assessment as it pertains to Georgetown Land Development Company (GLDC), Georgetown Special Taxing District (GSTD), and/or the owner of the Wire Mill Redevelopment property.
To do any and all things legal and necessary to accomplish the above named purposes and to take any other action that may legally and properly come before the meeting. The monthly meeting of the Water Pollution Control Commission will be held directly after the hearing.
Dated at Redding, Connecticut this 30th day of September, 2010.
Motion: move to accept the Warning as read. Moisio, Robinson. Approved. Unanimous.
Mr. Shaban opened the Public Hearing
Mr. Shaban reported that no correspondence was received from representatives of GLDC or GSTD
Jeanne Wendshuh, Deer Spring Road: Mrs. Wendshuh asked why this action was being taken. Mr. Shaban responded that this action is intended to protect the Town of Redding lien rights and includes a supplementary assessment for the wire mill redevelopment property
There were no further comments or questions, or correspondence on the matter.
Motion: move to close the Public Hearing: Moisio, Robinson. Approved. Unanimous.

Mr. Shaban opened the Special Meeting of the Water Pollution Control Commission to order at 7:45 pm in the Old Town Hall
APPROVAL OF MINUTES
Motion: move that the minutes of the September 15, 2010 meeting be accepted as submitted. Pattee, Eubanks. Approved. 3-0-3. Abstaining: Moisio, Robinson, Flagg
DISCUSSION AND ACTION ON PUBLIC HEARING
Motion: move that the WPCC Adopt the Notice of Proposed Assessment as stated in the Resolution for Division into Districts and Supplementary Assessment as it pertains to Georgetown Land Development Company (GLDC), Georgetown Special Taxing District (GSTD), and/or the owner of the Wire Mill Redevelopment property.
Motion by Mr. Shaban, seconded by Mr. Pattee. Approved. Unanimous.
REPORT FROM VEOLIA WATER
Mr. Gervais highlighted his written report.
- Average flow was 66,000 gpd.
Blowers & compressor: normal maintenance performed, found the dryer fan needed to be replaced. Also a defective pressure switch was replaced, normal wear and tear issues
Transducer was replaced, normal wear & tear replacement
Hypochlorite pump blockage was repaired.
Membranes: these required an early Dip cleaning due to amount of material on the membranes
Grinder pump: a bearing contamination problem required repair
Winterization: the building will undergo winterization during October.
- Pump station: the flow meter is not working and is being evaluated for repair/replacement.
Mr. Gervais reported that flows in October are ranging from 70,000 to 90,000 gpd. He will perform a meter reading to try to determine the source of the extra flows and determine if a property is exceeding their limits.
WPCC REGULATIONS
Mr. Pattee asked Commission members to review the latest draft and submit any changes/corrections to him as soon as possible. The final document acceptance will be scheduled for the November meeting.
58 REDDING ROAD MISSING METER
Ms. Moisio reported the meter at 58 Redding Road was reported missing during the most recent meter reading. She contacted the owner of the property and found that the meter was moved & covered by a contractor working at the site. The meter was not missing. No action needed.
FINANCIAL STATUS AND APPROVAL OF INVOICES
The financial documents were reviewed. The cash balance on hand as of today is $73,269. A deposit of $30,000 was authorized by the Redding Board of Finance on September 28, 2010.
Open invoices were reviewed.
Motion: move that the WPCC approved payment of the following invoices
AT&T, invoice dated 9/9/10, $316.25
AT&T, invoice dated 10/9/10, $291.21
CL&P, invoice dated 10/6/10, $1,564.83
DeLuca’s Hardware, invoice dated 9/30/10, $200.64
Veolia August Reimbursable costs, invoice 7015298, $5,228.75*
Veolia September Monthly services, invoice $23,984.10
Motion by Robinson, seconded by Moisio. Approved. Unanimous.
*The invoice for Veolia reimbursable costs is subject to review and approval by Mr. Regan.
MEMBER COMMENTS
Mr. Robinson recommended that the WPCC consider paying off the WPCC portion of the State’s Clean Water Loan. The WPCC current balance is $141,210.74. The balance in the Georgetown Sewer Assessment fund is $162,763.04 and this is the fund set up to repay the Clean Water loan. The current rate of interest being earned on that amount is less that the rate of interest on the loan, thus it would be advisable to pay off the loan. Commission members will get further information and verification of the interest rates before making a decision regarding pay off of the loan.
OTHER BUSINESS
The schedule of meeting dates for 2011 was reviewed and accepted. The meetings are scheduled for the third Wednesday of each month.
