WATER POLLUTION CONTROL COMMISSION
MEETING
April 28, 2010

Mr. Shaban called the meeting to order at 7:37 pm
APPROVAL OF MINUTES
Motion: move that the minutes of the March 17, 2010 and April 7, 2010 meetings be accepted as submitted. Moisio, Pattee. Approved. Unanimous.
REPORT FROM VEOLIA WATER
Mr. Gervais reviewed his written report for March.
- Average flow for the month was 57,400 gpd
- Quarterly meter readings were done on March 13, 2010
- Veolia staff did a routine plant inspection
- Valve FV430: valve control was not functioning; operated manually. An on-hand replacement was installed. Mr. Gervais recommended getting another replacement to have on hand. Cost estimated at $620.
- Telephone line issues, AT & T problem; this has been corrected.
- SCADA system/computer problem: there was a problem with the SCADA system in April. The problem has been resolved. Mr. Gervais reported the two hard drives should be replaced, based on age and recommendation of Aaron Associates (computer repair firm), and recommended that be done, at a cost of about $100 each.
Visitation: Mr. Gervais reported two men from a Michigan plant, previously contacted by Mrs. Moisio because of an article she read of a large plant operating with a smaller demand, visited the plant. They were very impressed with the plant operation. The Michigan plant was able to operate on a smaller load by operating the system manually. They did not have suggestions on changes for the Georgetown operation.
Odor complaint: an odor complaint was received Lombardi’s Pizza Restaurant. Mr. Gervais immediately investigated. There was no odor coming from the pump station. The only odor detected was inside the restaurant when the exhaust fan was operating. The odor problem may be within the building.
Noise complaint: a noise complaint from Bennett Fletcher early in April and again more recently. The noise is primarily noticeable in the evenings and in the warmer weather when windows are open. The noise occurs when both blowers operate at the same time. Mr. Pattee questioned why both blowers would operate at the same time, and suggested that someone from the Veolia engineering staff review the problem to find a resolution. Mr. Gervais will put the blowers on manual control until a permanent resolution is found.
UPDATE ON GEORGETOWN PROJECT
Mr. Shaban and Mr. Regan met with representatives of GLDC to discuss the mediator’s report of March 31, 2010. The mediator, Steve McDonnell of WMC Consulting Engineers, concluded that the delta payment for GLDC should be $20,657 plus reimbursables and it was recommended that the number be adjusted to the CPI or other means over the next three years. GLDC would like to budget a definitive number for the next three years. The amount due from GLDC for the adjusted delta payments was about $260,000. The issue of three unposted payments has been resolved and the only payment missed was for $13,800, reducing the amount owed by GLDC to about $250,000. The closing of the sale of the GLDC project is expected to be completed sometime in June. GLDC is hoping to clear all unpaid debts by the
time of closing.
The Commission discussed the issue of GLDC payments and potential negotiation of the amount due to a lesser amount. A subcommittee of Mr. Shaban, Mr. Eubanks and Mr. Robinson was appointed to discuss the issue further and make a recommendation to the full commission. Mr. Regan will be an alternate member.
REQUEST FROM RICHARD PARIS
Mr. Paris was present and asked for preliminary approval for a change of use of his building. He proposed changing the first floor (1,000 sq. ft) of his building to a 30-seat restaurant and bar. The second floor of the building would continue to be used for woodworking and office space. Mr. Shaban recommended that he come back to the Commission with a letter from the engineer/architect with the estimate of water flow.
GREASE TRAP INSPECTION
Health Officer, Doug Hartline, conducted an unannounced inspection of grease traps in Georgetown on April 7, 2010. All facilities were in good shape, with levels ranging from 0.5” to 3”. Mr. Hartline is concerned when levels reach 6”. According to DEP FOG regulations, in-ground grease traps must be pumped when 25% of the operating depth is occupied by fats, oil and grease, or pumped every three months, whichever is more frequent.
The unannounced grease trap inspections will continue.
AD HOC COMMITTEE FOR THE GEORGETOWN SEWAGE CAPACITY
The Planning Commission has requested that the Board of Selectmen form an Ad Hoc Committee to study the Georgetown Sewage Capacity. The Board of Selectmen will discuss the request at their next meeting.
