WATER POLLUTION CONTROL COMMISSION
MEETING
January 20, 2010

Present: J. Shaban, D. Pattee, D. Robinson, P. Moisio, R. Regan, T. Eubanks
Also present: A. Nosal, R. Gervais (Veolia Water)

Mr. Shaban called the meeting to order at 7:30 pm

APPROVAL OF MINUTES
Motion: move that the minutes of the December 16, 2009 meeting be accepted as submitted. Pattee, Robinson. Approved. Unanimous.

NEW COMMISSION MEMBER
Mr. Shaban welcomed Todd Eubanks as a new commission member replacing John Campbell.

REPORT FROM VEOLIA WATER
Mr. Gervais provided a written monthly report and reviewed the contents with the Commission.
1.  Average flow is 70,000gal/day, higher than usual.
2.  Odor complaint:  a complaint was received this week of odors in the area of Route 57 & Main Street.  Upon investigation, the odors seemed strongest in the Sloper building, the building housing Events, Confetti & Lumberman’s Pub.  That building was experiencing some plumbing problems causing leaking and ceiling problems.  Mr. Gervais asked Health Officer Hartline to follow up on the issue.
3.  Pump station:  the pump station has had some intermittent large dumps into the system in the early hours of the morning.  There was no apparent reason.  There was a presence of a grease emulsifier, which is prohibited.  Heath Officer Hartline will be asked to remind the restaurants that grease emulsifiers are prohibited..
4.  Manpower:  The request of the Commission for Veolia to review the time cards and manpower issue was resolved and Mr. Farzin notified Mr. Shaban that the operating rate will be adjusted with a reduction of $122.82/week, and a refund will be issued for past months.
5.  Client Survey:  Mr. Shaban will complete the Veolia client survey request.

UPDATE ON GEORGETOWN PROJECT
Mrs. Moisio reported the GSTD is expecting to become current in financial obligations to the WPCC & Town of Redding sometime in March.  They are in continuous contact with the Tax office regarding the status of their obligation.

Mr. Shaban has contacted Steve McDonnell of WMC Engineers regarding a review of the “delta” payment adjustment requested of GLDC.  The WPCC requested an increase in the delta payments based on the actual cost to operate the plant.  In preparation, the supporting paperwork needs to be accumulated to support the request.

UPDATE ON WPCC REGULATIONS
This item was tabled.

FINANCIAL STATUS
The financial documentation was reviewed. Currently the cash balance in the WPCC account is $66,879.61.  Open invoices were reviewed.

Motion: move that the WPCC authorize payment of the invoice from New England Building & Excavating for snow plowing, sand & salt, $3,135.00.  Robinson, Pattee.  Approved. 5-0-1.  Mr. Shaban abstained.
 
Motion: move that the WPCC authorize payment of the following invoices:

Hocon Gas, invoice 12/23/09, $1,032.68
Hocon Gas, invoice 1/4/2010, $607.17
Hocon Gas, invoice 1/14/2010, $640.29
DeLuca’s Hardware, 12/31/09. $86.18
AT&T, 1/9/2010, $279.57
CL&P, 1/8/2010, $4,442.49
Motion by Pattee, seconded by Robinson, and unanimously approved.

Budget for 2010-2011:  Mr. Shaban appointed Mr. Regan, Mr. Robinson and Mrs. Moisio to a subcommittee to formulate a budget for the next fiscal year.

ADJOURNMENT: The Chair adjourned the meeting at 8:30 pm
