WATER POLLUTION CONTROL COMMISSION
MEETING
December 17, 2008
Present: J. Shaban, R. Regan
Also present: A. Nosal, R. Gervais and five members of the public
A quorum was not present, due to illness, out-of-town travel and conflicting meeting. A discussion of topics was held but no action was taken.
REPORT FROM VEOLIA WATER
Mr. Gervais provided a written report:
1. Pump Station: the pump at the station failed and was replaced with the “rebuilt” pump. Mr. Gervais took advantage of the situation and had the pump station pumped out (3500 gallons of sludge).
A second problem occurred days later, with failure in the failure of the back up system for the computer panel and the pump station shut down. This was corrected.
2. Plant issue: on 11/28 there was a general breakdown of the system and Mr. Gervais returned to the plant to take corrective steps to get the plant functioning. The problem continued over the weekend, and the problem was traced to a malfunctioning valve. The plant is functioning, the replacement valve has arrived but not yet installed, and the mess has been cleaned.
3. Heavy flows to the plant may be attributed to the heavy rain on 12/7. Mr. Gervais noted that some of the roadway drainage basins are in need of cleaning. Mr. Shaban will contact the Highway Superintendent to get some help on the cleaning of the Main Street basins.
4. Increase in permit levels: Mr. Gervais was asked to get a quote from Veolia to do the study and paperwork necessary for the application to the State for an increase in permit limit.
5. Light covers: the light covers have been installed with the exception of the light over the awning. That light will be disconnected as it is not necessary.
6. Influent sampler: Veolia is working on this issue.
7. Maintenance Program: Mr. Gervais explained the preventative maintenance program.
8. Gas Meter: this issue is still being researched. Plant personnel will not enter confined spaces, if necessary; this work will need to be subcontracted out.
MEADOW RIDGE LIFE CARE REPORT
Concern was expressed regarding the need to have the collection line from the health care center to the plant checked, both a visual exterior inspection and a interior video inspection. This will be an agenda item for the next meeting.
UPDATE ON GREASE TRAP ISSUES
Ms. Nosal reported a reminder letter was sent to all restaurants/food service providers that the pumping receipts are due by the end of the year.
DISCUSSION OF PROPERTY CHANGE ASSESSMENT PROCESS
Discuss of this topic followed, with the present property owners (Nostin, Bosch, Sloper, Osorio) participating. Mr. Regan and Mr. Shaban concluded that additional research on the methodology and history of the issue needs to be explored. Both were open to discussions of changing the system. Mr. Nostin( a former WPCC member) was invited to participate in the future discussions, No action was taken on the issue.
Until the issue can be resolved, Mr. Shaban and Mr. Regan suggested that, pending formal approval by the WPCC, the property owners continue to make their annual assessment payment based on the old assessments, that there is a grace period allowed with no penalty fee.
PUBLIC COMMENT
Mr. Nostin questioned his charges for two water meters on his property. Ms. Nosel will follow up on the question.
REVIEW OF FINANCIAL STATUS AND APPROVAL OF INVOICES
The financial documents were reviewed. Several of the invoices require payment before the end of the calendar year.

2. Hocon Gas, $1196.49. (Ms. Nosal will confirm that the amount does not include a previously paid invoice)
3. Veolia, #7011800, monthly billing $23,468.50
4. Veolia, #7011754, $10,732.25, subject to review & adjustment by Mr. Regan
5. AT&T, $365.23
Ms. Nosal will email the above information to the board members and request that each approve payment of the invoices with an email response to Mr. Shaban.
