WATER POLLUTION CONTROL COMMISSION
REGULAR MEETING
March 5, 2008
 
Present: R. Regan, D. Robinson, J. Shaban, D. Stroetzel
Also present: T. Bozza (Veolia Water), Valinski(Tighe & Bond)
 
Mr. Regan called the regular meeting to order at 7:45 pm in the Hearing Room of the Town Office Building. A quorum was not present, but Mr. Shaban was expected to attend.
 
REPORT FROM VEOLIA WATER
Mr. Bozza expressed concerns about two areas. He has been contacted numerous times with questions regarding water bills, water meters, meter readings, etc. He is happy to help, but the number of calls has increased and is becoming time consuming. Mr. Bozza suggested that someone on the Town side should be responsible for answering these types of questions. Mr. Regan will field these calls for the time being.
 
Mr. Shaban arrived (7:53 pm). A quorum was now present.
 
Mr. Bozza reported that the wastewater treatment plant (a Zenon system) at Joel Barlow High School had a major failure during February as a result of something coming down the pipe. He speculated that it was either excessive grease or a cleaning solvent. Both membranes were damaged and two pumps burned out. Until the pumps and membranes are replaced, the treatment plant must be pumped every other day. He recommended that the material being pumped be trucked to the Georgetown plant as a cost savings measure. The material has been trucked to the Danbury plant, with a disposal cost of 14 cents/gallon. He estimates that the system repair will be completed within the next two weeks. He added that the additional material will not have an impact, overtax or damage the plant.
 
Motion: move that the Water Pollution Control Commission, in response to the situation at the Joel Barlow High School wastewater treatment plant, is willing to allow the Barlow influent to be discharged into the Georgetown wastewater treatment plant at no charge for a period of up to one month with a discharge of approximately 25,000 gallons per day, and subject to approval by the Georgetown Special Taxing District. Regan, Stroetzel. Approved. Unanimous.
 
Mr. Bozza believes the problem was caused by grease entering the system, and again stressed the importance of grease trap pumping and inspections to assure that the pumpings are completed as scheduled.
 
The regular monthly report showed an average flow during February of 62,664 gal/day. The written report indicated that SCADA issues were being resolved and that Zenon personnel were on site for work on the bio-reactor. The plan is for the second bio-reactor to be completed and tested, but not put into active use until needed.
 
Invoice issues were discussed. In the future, all invoices will be directed to the Controller’s office. The invoices will be logged in and distributed to the appropriate people for approval. Some Veolia invoices have not been located. Mr. Bozza was asked to have duplicate copies sent so that they can be reviewed and approved for payment.
 
Motion:  move that the Water Pollution Control Commission direct that all vendor invoices be directed to Accounts Payable in the Redding Controller’s office, with a copy sent directly to Commission member Patricia Moisio at her Town Hall address.  Stroetzel, Regan. Approved. Unanimous.
 
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of February 6, 2008 as corrected. Stroetzel, Robinson. Approved. Unanimous.
Correction: page 1, under GLDC project, change sentence 2 to readAll design work has been and the bid process will begin shortly.
 
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT &
DISCUSSION OF GEORGETOWN SPECIAL TAXING DISTRICT & OPEN INVOICES FOR SERVICES RELATIVE TO THE NEW TREATMENT FACILITY
Mr. Valinski reported that punchlist work on the treatment plant is still being finalized.
 
Mr. Shaban reported the mediation process is underway and a meeting will be arranged within the month. The Mediator will then make a recommendation for resolution.
 
UPDATE FROM MEADOW RIDGE FACILITY
Mr. Robinson reported for Mr. Muccino of Meadow Ridge. Occupancy of the new wing is currently just under 50%. The residents have been instructed to conserve water as much as they can.
 
REVIEW OF FINANCIAL REPORTS AND INVOICE APPROVAL
Motion:  That the Water Pollution Control Commission ratify invoices approved by Mr. Regan: 
CL&P, January 7-February 15, 2008, for $1,699.03
Transcanada, January 7 to February 5, 2008, for $5.135.39, inv. #150608.
Aquarion (meter readings) for April 1, 2007 to December 31, 2007 $60.03
Little Blue Construction for snow plowing, December, January & February, $520.00
Stroetzel, Robinson. Approved. Unanimous.
