WATER POLLUTION CONTROL COMMISSION
 MEETING
September 17, 2008
 
Present: J. Shaban, P. Moisio, D. Pattee, D. Robinson, R. Regan, D. Stroetzel
Also present: A. Nosal, R. Gervais (Veolia Water) and three members of the public
 
Mr. Shaban called the meeting to order at 7:33 pm.
 
APPROVAL OF MINUTES
 Motion: move that the WPCC accept the minutes of the August 20, 2008 meeting as corrected. Pattee, Robinson. Approved, Unanimous.
Correction: page 3, under Change of Use, correct spelling, Elio Cavicchia; under Update on Grease Trap Issues, paragraph 2, change Mr. to Ms.; same paragraph, delete “and Donna Marie restaurant”.
 
REPORT FROM VEOLIA WATER
Mr. Gervais provided a written report:
1. Operations: the plant is running well. An issue with a malfunctioning valve was resolved by Zenon replacing a defective valve and a problem with the methanol system feed line was corrected by Nickerson personnel.
 
2. Maintenance: Veolia is developing a program for planning and cost tracing of maintenance through a Maintenance Program, Jobs Plus.
 
3. Average flow for August was 42,400 gal/day compared with 45,000 gal/day for July.
 
4. Communication issues: there is no way of monitoring the Main Street pump station via the SCADA system. The plant water system alarms are routed through United Alarm. When the GLDC pump stations are installed and put on the SCADA system, the Georgetown pump station can be added to the SCADA system.
 
5. Georgetown Pump station: the existing rebuilt pump was installed by Foley Pumps. Veolia initiated bids to determine the best course of action, a rebuilt pump (estimate $1,200) or new pump (estimate $3,000-5,000).
 
6. Alum: the alum system is up and running, and phosphorus levels have decreased as anticipated. The Alum containment area was not discussed.
 
7. Weather related issue: during a recent rain fall, there was some flooding of the river plain. Mr. Gervais cut down a tree that fell on the perimeter fencing. The plant was not impacted by the flooding.
 
8. Noise issues: Mr. Gervais noted that a noise(humming), related to the blowers, is coming from two vents in the roof of the building. Mr. Pilato was present and explained that the humming noise is ever present and is very annoying. Mr. Gervais is exploring ways to eliminate the noise. A site visit was scheduled for 6:30 am on Friday, September 19, for Mr. Robinson to meet with Mr. Gervais at Mr. Pilato’s home, to test turning the blowers on & off to determine if that is the cause of the humming.
 
9. Camera scoping of collection system: Veolia submitted a quote from McVac Enviromental Services for the cleaning and televising of the sewer main running down from the retirement community to Route 107. The quote including cleaning services at $2,850/day, video inspection crew at $1,600/day, disposal of solids at $125/ton, plus 5% insurance surcharge. Commission members discussed whether it was wise to clean the system prior to videoing. Further information on this matter is needed.
 
8. Lighting issues: Ben Fletcher was present to express his concern about plant lighting and his unhappiness that the WPCC has not taken action to correct the lighting fixtures. Mr. Shaban reviewed the discussion the WPCC had concerning the lighting, including consultaion with the Zoning Enforcement Officer. The ZEO inspected the plant lighting and determined that the fixtures and installation are per the approved plant specifications. Since the complaint was initiated by Mr. Fletcher, Veolia staff has been instructed to disable the auto-sensors on the high lights and to use those lights only in the event of an emergency situation.
 
Mr. Fletcher’s complaint about the lights being on for long periods arose while the plant was still in the construction phase, work was being done, and the construction company was in control of the lighting. Mr. Gervais reported that it has been at least three months since there was a need to activate the lights in question. Mr. Fletcher requested that light shields be installed on the lights, as neighbor protection in case there is a situation when the lights will be needed. The WPCC assured Mr. Fletcher that the lights will only be used in the event of an emergency when adequate light is needed to perform work and as a safety precaution for those doing the work. Mr. Fletcher was not content with this response.
 
The WPCC agreed to get prices for light shields for the lights in question. Tighe and Bond previously provided some cost estimates that will be revisited. Tighe an Bond also questioned the wisdom of installing the shields as they would negate the effectiveness of the lights. Mike Pilato requested the specifications for the light fixtures and he will check to see if his electrician can obtain the shields at a lower cost. There was a general agreement that if the cost of installing the shields was under $2,000, that installation would go forward. No formal action was taken.

Ms. Nosal provided a spread sheet of all the users & history of usage numbers.

UPDATE ON GREASE TRAP ISSUES
Gino Marsili of Mini Vinny’s was in attendance and submitted his receipts for pumping. Ms. Nosal reported that with that submission, all required receipts for June 08 pumpings have been received.

OTHER BUSINESS
Mr. Shaban reported receipt of a check from the Redding Woods Association for $5920.50 to cover the costs associated with a collection line break on their property.
 
Motion: move that the WPCC authorize payment of the open invoice (#7010953) for work associated with the Redding Woods collection pipe break. Regan, Stroetzel. Approved. Unanimous.
 
REVIEW OF FINANCIAL STATUS AND APPROVAL OF INVOICES
Motion: move that the WPCC approve payment of the following invoices:
Veolia Water NA, #7011317 for $23,468.50
CL&P, inv # 398731747, for $1,771.60
TransCanada, inv. #188085 for $3,905.06
With payment per the established schedule. Shaban, Moisio. Approved. Unanimous.
 
Mr. Shaban reported on the resolution of the Veolia Oversight Charges. Veolia has agreed to an arrangement reducing the charge to reflect an amount beyond “reasonable” and the cost of mediation by the consultant on the issue. The agreed amount, a payment of $9,834.81 on 9/8/08, and two payments of $3,616.42(one in September, one in October).
Veolia inv. 7010028, as amended, payment of $9,834.81 was processed on September 8, 2008, authorized by Mr. Shaban.
 
Motion: move that the WPCC authorize payment on Veolia inv. 7010028, as amended, of $3,616.42, with payment issued per the established schedule. Shaban, Moisio. Approved. Unanimous.
 
Telephone charges: The Commission discussed telephone charges for service at the plant. The current bill reflects 3 telephone lines (SCADA, alarm, regular) servicing the plant. The current service is connected through Veolia service. Ms. Nosal requested and received a quote from AT&T for services. Commission members suggested obtaining quotes for comparable service from other vendors. Ms. Nosal was asked to check with Veolia verification on need for three lines, an 800# for Zenon service, and other cost savings measures. She was asked to contact other vendors for quotes using the same specifications. Rather than wait until the next meeting, the commission members authorized Mr. Shaban to make a change in service provider based on the information obtained.
 
Motion: move that the WPCC authorized Mr. Shaban to make a decision on telephone service provider based on information obtained. Moisio, Robinson. Approved. Unanimous.
 
The financial reports were reviewed. There were questions regarding the statements. Mr. Robinson was asked to follow up with Mr. Hutvagner on these questions.
