WATER POLLUTION CONTROL COMMISSION

REGULAR MEETING

July 11, 2007

 

Present: R. Regan,  J. Campbell, D. Pattee,   P. Moisio, D. Stroetzel

Also present: Bozza & St.Amand (Veolia Water), Soler & Gibbons (GLDC), Hoey (Tighe & Bond), Walton(Meadow Ridge)

 

Acting Chair Regan called the regular meeting to order at 7:37 pm in the Conference Room of the Town Office Building.

 

APPROVAL OF MINUTES

Motion: That the Water Pollution Control Commission accept the minutes of the June 6, 2007 as corrected. .  Moisio, Pattee  Approved. Unanimous.

Correction:  the minutes of May 2, 2007 were approved. 4-0-2.

 

VEOLIA REPORT

Mr. Bozza presented his monthly report for review. The old plant is functioning very well. Odors are starting to become an issue due to the age of the carbon filter.  Mr. Bozza would prefer not to change out the carbon filter prior to conversion to the new system.  To keep the current system functioning well, extra cleaning is being done.   One channel in the UV system has a sensor that is going bad.  Adjustments are being made to divert most of the flow to another channel to avoid the costly replacement of the sensor prior to the new system coming on line.

 

Construction for the new water line is slated to begin July 16, 2007.

 

Invoice # 7009011 was submitted on February 28, 2007 and is outstanding.  The invoice was approved for payment. Mr. Regan will follow up with the Controller on the payment of the old invoice.

 

Meadow Ridge meter reading: Mr. St.Amand read the meters at Meadow Ridge the last week of June.  He and Mr. Bozza expressed concern about the meters, their functioning and quality.  The meters lack protective seals and are residential-type meters rather than commercial/industrial meters.  The WPCC requested that Veolia prepare a listing of the Meadow Ridge internal meters, their make/model, condition, location, access, etc. and submit it along with recommendations.  This report should be available for the next meeting.

 

 

 

There are currently five meters, with another to come on line with the completion of the third phase of the project.  Meadow Ridge is currently allowed a deduction for the water flow to the atrium pond, the fire sprinkler, and the pool.  Mr. Pattee raised a concern about the amount of water discharged to the treatment plant from the pool backwash.  He asked for an estimate of that flow.  Mr. Walton of Meadow Ridge will get this estimate, along with information on schedule of backwash and cleaning of the pool.

 

Discussion of the billing for Meadow Ridge followed.  Written documentation needs to be in place.  Currently Meadow Ridge will be charged based on the meter readings from readings from Aquarion Water, with deducts based on the readings of the Meadow Ridge internal meters as read by Veolia Water.

 

REPORT ON MEADOW RIDGE ISSUES

Mr. Walton reported that the Certificate of Occupancy is expected for the third phase of the project on July 27, 2007.  The first move-in is scheduled for shortly after that.  The new wing contains 110 units.

 

Mr. Walton requested that Veolia personnel schedule an appointment with Mr. Muccino for the meter inspection.  The meters are in locked areas and cannot be easily accessed.

 

UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT

Mark Hoey, Tighe & Bond, reported the water installation is expected to be competed by July 30, 2007.  When completed, the new plant testing phase will begin.  He anticipates the new system to go live with the MBR system on August 20, 2007.  At that time the first SBR will be shut down and converted. 

 

Discussion of open items from the last meeting followed, i.e. splitter box, awning, trolley, etc.  Mr. Valinski was working on pricing and vendors.  More information will be available at the next meeting.

 

REVIEW OF FINANCIAL STATUS

Preliminary “end-of-year” financial were available for review.  The posting of expenses for the last fiscal year were not complete at this time.  While expenses are running over the budgeted amount, revenues are exceeding the budgeted amount by a greater percentage.  The final report should be available for the next meeting.

 

OTHER BUSINESS

1.  Request for approval of a change to existing first floor of 4 Old Mill Road:  Health Officer Hartline reported via email that the owner plans to add a half bathroom to the first floor and the new operation would be similar to the prior operation, an exercise facility.  Commission members discussed the need for all applications to channel through the WPCC along with the other town agencies, i.e. building, zoning, health, planning, conservation, etc. The Commission members requested that the application, plans and specifications for the change under consideration be presented to the WPCC at the next regular meeting.

 

2.  New construction, 4 Old Mill Road:  Mr. Pattee, as chairman of the Conservation Commission, received the application and specifications for new construction on the existing parking lot at 4 Old Mill Road.  Commission members questioned why the WPCC was not on the “referral/distribution” list.  WPCC will need to review the application.

 

Commission members discussed the need for all changes to existing properties and new building in the Georgetown Sewer District to be submitted to the WPCC for review and approval prior to being granted a building permit.
