Acting Chair Regan called the regular meeting to order at 7:52 pm in the Hearing Room of the Town Office Building.
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the April 4, 2007 as corrected. . Campbell, Pattee. Approved. Unanimous.
Correction: the meeting was held in the Old Town House; page 1, under Meadow Ridge discussion, insert the following before the motion and note corrections within the motion(in bold):
Don Priest of Meadow Ridge reviewed their proposal for the existing garbage disposals in residential units and in the newest addition. Based on the proposal, the Commission took the following action.
Motion: : accept the offer from the Meadow Ridge management to delete all new garbage disposals from the new units and to remove garbage disposal units from their existing facilities at the time of refurbishing the units, and that the Commission will continue to review the possibility of voluntary removal of existing garbage disposal units. Pattee, Stroetzel. Approved. Unanimous

VEOLIA REPORT
Mr. Bozza presented his monthly report for review. Plant operation is meeting all parameters. He noted that during the storm of April 15 & 16, 2007 he & Mr. StAmand remained at the plant operating the system in the manual mode. No untreated wastewater was discharged into the river during the storm event.
Mr. Bozza discussed the presence of several breaches in the line from the pump station to the plant. Previously Mr. Bozza discussed the need to do a camera inspection of the force main and collection system. Commission members were in agreement that this should be performed. Mr. Bozza will prepare a proposal for the work that should be done.
Sanitary conditions; Mr. Campbell raised the issue of lack of a water supply for the plant operators. During early stages of construction on the new plant, the contractor (Nickerson) used the existing well. The well is now dry, the well pump has burned out, and there is no source of water available. Existing plumbing to the old plant is no longer hooked up to anything. Water for the new plant is contingent upon the hook up to the Aquarion water supply. The hookup has been delayed and details are still being worked out with DEP. A date for hookup of water is unknown. The plant operator currently has bottled water for drinking, but there is no source of water for washing or bathroom facilities. Mr. Campbell added that this is an unacceptable condition. Mr. Valinski
reported the hook-up to Aquarion water has been approved, but there is an issue regarding an area of contaminated soil. Fus & O’Neill is working with DEP to resolve the issue. Mr. Valinski added that the issue of water for Veolia use will be discussed at the Thursday morning job meeting and resolved.
Mr. Bozza reported on other issues/open items, i.e. need for a second computer for the laboratory area, use of galvanized steel where stainless steel was specified, lack of space in the office, limited amount of office equipment, etc. He expressed concern about a splitter box and asked Tighe & Bond to review the item. The UV system has 32 lamps in 2 banks. The system does not include flexibility to control the number of lamps used, one bank of lamps must be on at all times. Mr. Bozza recommended that members of the commission tour the facility at this stage of construction.
Payment for Veolia services was discussed. During Mr. Bozza’s absence due to illness, invoice for oversight of the project were not submitted. Mr. Bozza has submitted an invoice for services from August to October 2006 for payment. Mr. Regan has requested that payment be made as soon as possible from the WPCC account, and the invoice will be submitted to GLDC for reimbursement to the commission. The WPCC Commission has employed Veolia to perform review of construction plans and oversight during construction. This work was in addition to the regular work performed in the operation of the plant.
Light issue: several neighbors have complained about lights at the plant being on during the night. Mr. Bozza reported that Veolia only uses specific lights and they are turned off when the site is left. Mr. Valinski will check with the contractor (Nickerson) to determine why lights are left on. Two members of the audience, Mike Pilato and Ben Fletcher, addressed the Commission regarding the lights and asked that they be turned off during the night. Mr. Fletcher also complained about a truck making deliveries each Tuesday at 4:45 am and the noise the truck makes as it backs up. No one was aware of a truck making deliveries at that time.
REPORT ON MEADOW RIDGE ISSUES
There was nothing new to report.
REVIEW OF FINANCIAL STATUS
The April expense/revenue report was provided for review. Controller Hutvagner did not have banking information but would forward that information to the commission members when it became available.
