WATER POLLUTION CONTROL COMMISSION
REGULAR MEETING
September 5, 2007
 
Present: R. Regan,  D. Pattee,   J. Shaban (8:15 pm), P. Moisio (8:30 pm)
Also present: Bozza & St.Amand (Veolia Water),  Penn, Soler & Gibbons (GLDC), Hoey (Tighe & Bond), Matt Dorso(Meadow Ridge)
 
A quorum was not present. Discussion of agenda items began at 7:45 pm.  The meeting was officially called to order at 8:30 pm
 
VEOLIA REPORT
Mr. Bozza will provide his written monthly report by email/mail on Thursday.
He reported the plant was functioning well.  The flow during the month was high, averaging approximately 57,000 gallons/per/day.
 
Main Street pump station:  The system was clogged with material/rag-like fibrous material and the debris.  The wet well was pumped out and cleaned.
 
Sand Filter: an electrical problem in the console of the sand filter caused the system to malfunction.  The electronic problem has been fixed and the sand filter was completely cleaned out.
 
New plant start-up:  Zenon is scheduled to have someone on site to begin the start-up process on September 17, 2007.  The console/electrical systems will be checked out first. The start-up is a three phase process:  check-out, membrane installation, and actual live running of system.  The screens for the system will be checked.  He added that Zenon wants all debris screened out before getting into the system.  When the screening process begins Veolia (Tony Bozza) will be working an 8-hour day, and potentially a 6-day week.  Mr. Bozza will need to be on site to monitor the work being done throughout the start-up process.
 
Water supply:  Aquarion’s licensed inspector conducted an inspection and the report was given to Mr. Hoey (Tighe & Bond).  Several issues in the report will need to be addressed prior to going live with the water.  The primary concern was the prevention of backflow to the Aquarion water line.
 
Oversight of project:  Mr. Bozza is officially responsible to the operation of the plant through the transition phase. Mr. St.Amand is the functioning operator of the current plant and Mr. Bozza is primarily responsible for new plant construction oversight. During this transition phase, the existing contract with Veolia is to operate the Phase 2 plant (existing) and a separate arrangement for oversight and review of the new plant construction, installation and start-up process.  When the new plant, Phase 3 is up and running, a new contract will need to be in place.  The WPCC has begun working on that new contract.  The new plant will require a Class IV operator on site, 8 hours/day, plus additional manpower.
 
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT
Mr. Gibbons introduced Bill Penn who is the new Chairman of the Georgetown Water Pollution Control Authority (WPCA).
 
GLDC will follow-up with the report received from Aquarion regarding backflow issues.  GLDC is still waiting for the results of water testing, these should be received this week.
 
Zenon is scheduled to be on site September 17, 2007, and start-up is scheduled for September 24, 2007.  At that point, the plant will be capable of treating 120,000 gallons/per/day.
 
Mr. Shaban arrived (8:15 pm)
 
Electrical power: Mr. Regan questioned the change of electricity provider from the Town’s vendor, Transcanadian, to CL&P.  The contractor for the new plant initially connected for temporary power via CL&P.  When the transformer was installed, electrical power for the entire project & plant was provided via the transformer and through CL&P.  This has created some issues that need to be resolved.
1. The electrical power vendor needs to be switched back to the Town’s vendor, Transcanadian.  The Town’s Controller, Larry Hutvagner, will be instructed to make the switch.
2..  Allocation of cost:  the cost of electrical power will need to be allocated between that needed to operate the current plant, and that used for GLDC project development.  The current users of the Georgetown treatment plant should not be penalized with the additional electrical costs incurred. Mr. Regan will follow up on this issue.
 
Mrs. Moisio arrived (8:30 pm)
 
Mr. Regan called the meeting to order at 8:30 pm.  Discussion continued.
 
Splitter box:  no changes have been made to date, the gates still stick.  Mr. Hoey noted that this issue will remain on the punchlist until resolved.  Once flows to the new system begin, the issues with the splitter box will be addressed.
 
Invoices:  GLDC has received invoices forwarded from WPCC for the construction oversight services provided by Veolia per the Construction Agreement.  GLDC requested that the backup material be provided with the invoices. Mr. Regan had assumed that the backup was provided, but will ask the Controller’s office to forward all the necessary material for invoices submitted to date and in the future. GLDC must provide detailed information on all invoices to their funding agencies. The Construction Agreement is the contract between the Town of Redding, WPCC and all GLDC parties, including the Georgetown Tax District and the Georgetown WPCA.
 
Budget for construction services and Change Orders:  Mr. Shaban will arrange a meeting to discuss the budget for construction services and items on the Change Order list.  Mr. Gibbons, Mr. Soler and Mr. Regan will discuss the issues prior to the next meeting.
 
Odor control system:  Mr. Bozza reported that there is no odor from the plant at present.  Occasionally there is incidental odor from a trailer truck with an open top that was used to haul sludge, or during installation of new piping into the influent tanks when one of the grates was open (now covered & closed).  Veolia is tracking all odor, continue to minimize any odors, and are very sensitive to the concerns of the neighboring residents.
 
REPORT ON MEADOW RIDGE ISSUES
Matt Dorso, the Assistant Plant Manager at Meadow Ridge, reported the new wing has a temporary C.O. and about 25 residents.  Move-in will continue on a gradual basis.  Construction is still ongoing on the new units.  An additional five existing units have been reconditioned and the garbage disposals have been removed. 
 
Meter readings:  Veolia read the meters at the end of August.  They were verbally told that the reading for new meter for the new wing (Maple) was zero.  Veolia will read the meters again the last week of September.  The water usage billing for Meadow Ridge will be based on the readings from Aquarion Water, less the Veolia meter readings from the meters serving the pool, waterway & irrigation system, as agreed to at the June 2007 WPCC meeting. Mr. St. Amand & Mr. Muccino have not completed the inventory (listing of location, make & model) of the exiting water meters at Meadow Ridge. 
 
REVIEW OF FINANCIAL STATUS
The only financial information available was the June 2007 Budget Report. Commission members expressed a desire to have a more complete report, including a listing of what invoices were paid each month. Current budget information was not provided.
 
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the August 1, 2007 as corrected.  Shaban, Pattee. Approved. 3-0-1.  Mrs. Moisio abstained.
Correction:  page 1,  para. #1 under Veolia Report, last sentence should read “The published Notice of Application will need to be submitted to DEP.”
