APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the January 3, 2007 as corrected. Pattee, Stroetzel. Approved Unanimous.
Correction: page 1, under Veolia Report, “It is expected that the meter will be back in operation.”
VEOLIA REPORT
Mr. Bozza presented the monthly operation report. He introduced Walter Royals who filled in for him during his recent illness. Mr. Bozza reported that the break in the collection system pipe on Main Street has been repaired. He recommended that a video inspection of the collection system be done in the spring, in connection with the cleaning of the line. This should be done before the new system comes on line.
Flows: The average flow from the pump station for January, representing the Georgetown flow, averaged 13,844 gallons per day. The flow from the Meadow Ridge facility averaged 32,925 gallons per day during the same period.
Solids: Mr. St.Amand reported a higher concentration of solids. Solids are being pumped out three times each week.
Fibrous material: the plant is still experiencing an inflow of long string-like pieces of material. This material clumps together and interferes with the float actuator assembly and must be removed manually every two days. The presence of this material and the interference with the floats causes an upset in the process and is not good for the system. Nine alarms were caused by excessive intake of floatable solids. These types of materials are not found in the pump station. The materials causing the problem are not meant to be flushed. Mr. Pattee suggested that a larger sample be taken. This may provide some answers as to what these material are and determine where they are coming from. Mr. Bozza will get a larger sampling.
#2 pump on the Main Street pump station failed. The pump was under warranty and has been replaced. Aeration blower #3 failed. The cost to repair was near equal to the cost of a new blower. A new blower was installed.
Transition: Mr. Bozza reported he, Mr. St. Amand, and representatives of Tighe & Bond met with the CT DEP to discuss the transition period. The DEP is aware of the transition, including the denitrification and treatment of phosphorus issues.
REPORT ON MEADOW RIDGE ISSUES
Mr. Muccino provided photos of the screen installation at Meadow Ridge. The first screen that was installed did not work and was removed in late December. This replacement screen/grill ws installed on January 22, 2007. The screen is inspected every morning and materials collected are removed. The vendor for the grinder, Franklin Miller, inspected the grinder on January 30, 2007 and confirmed that it is working, but needed servicing. The spare unit is being sent out to be serviced.
Mr. Muccino was asked if he was aware of what the fibrous material might be that is collecting at the treatment plant. He suggested it might be the hand wipes that are used. Mr. Campbell asked if hand wipes were biodegradable, and if they were not, they should not be disposed of by flushing. He suggested that a biodegradable product be substituted.
The newest phase of Meadow Ridge will see the first occupants in August. The new phase includes 110 housing units.
Veolia Water will read the water meters at Meadow Ridge.
DISCUSSION ON BUILDING PERMIT APPLICATION FOR 2 MAIN STREET
Doug MacMillan, MacMillan Architects, was present and reported that Aquarion Water cannot provide water to the facility. He is waiting for the State to approve the use of the existing well until Aquarion Water can provide water. Commission members discussed the current flows and existing capacity and were in agreement that the anticipated 1200 to 1300 gpd could be handled. They discussed imposing a not to exceed number of 1250 gpd.
Motion: move that the Water Pollution Control Commission approve the application for a restaurant at 2 Main Street with the condition that the flow rate is not to exceed an average of 1250 gallons per day. Pattee, Regan. Approved. Unanimous.
DISCUSSION OF 60 REDDING ROAD APPLICATION
Elio Cavicchia, the owner of the proposed restaurant at 60 Redding Road was present. He plans to use an existing well because Aquarion Water cannot provide water service. The State Health Department will inspect the existing well as part of the application process. He plans a 2000 square foot building and anticipates 300-400 gallons per day of water usage. All paper products will be used in the restaurant. An under the sink grease trap is planned.
Motion: move that the Water Pollution Control Commission approve the application for a restaurant at 60 Redding Road with the condition that the flow rate is not to exceed an average of 500 gallons per day. Pattee, Moisio. Approved. Unanimous.
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT
Mr. Hoey of Tighe and Bond reported the transition plan is being refined. Mr. Pattee asked for assurances that the odor will be controlled during the transition period. Work on the collection system will probably begin in the spring.
WPCC REGULATIONS
Mr. Shaban, Mr. Pattee and Mr. Regan did meet, but will do so in the next few weeks.
REVIEW OF FINANCIAL STATUS
The financial reports were not available. Mr. Regan and Mrs. Moisio worked on the 07-08 operating budget. Some information is still unknown, for example, the increase in electricity, both in the rate and the consumption, and the cost of the Veolia contract is not final.
OTHER BUSINESS
1. Lights at plant at night: Mr. Pattee asked the GLDC representative if there was any reason for lights to be on at the plant during the night when work was not being done. Mr. Javello will check on this.
2. Grease Traps: Mr. Campbell reported that Health Officer Doug Hartline sent a letter to all the food service locations regarding the maintenance of grease traps and inspections. The owner is responsible for maintenance and the pumping schedule for the grease traps. Improperly maintained grease traps are subject to fines by the WPCC.
PUBLIC COMMENT
Ralph Bosch: commented that the use of garbage disposals does not help the sewer treatment facility and their use increases the amount of water entering the system. Meadow Ridge units are equipped with garbage disposals and he urged the commission to have these removed from service.
Mike Pilato: commented that there was a truck at the treatment plant pumping solids at 6:30 am. Commission members agreed that this was early and will ask Veolia to advise their vendor that pumping should not be done before 7 am unless it is an emergency.
Ralph Bosch, speaking for the owner of Rancho Allegre: the owner is asking the WPCC to rescind or provide relief from the fine for failure to maintain the grease trap. He has provided receipts for his grease trap pumping for the past year; the pumpings were done every three months. He has now changed to a monthly schedule for pumping. He has also replaced the “under the sink grease trap” with a larger unit. Commission members discussed the matter. Mr. Campbell stated that the owner has the responsibility for maintenance and inspection of the grease trap, and for determining the frequency for pumping the grease trap.
Motion: move that the WPCC postpone the imposition of the fine for the Rancho Allegre for six months and track the restaurant’s compliance with pumping and maintenance of the grease trap during that time period. If he fails to proceed in a manner the WPCC feels appropriate, the fine will be imposed. Stroetzel, Moisio. For: Moisio, Stroetzel; Against: Pattee, Campbell, Regan, Shaban. Motion failed.
