WATER POLLUTION CONTROL COMMISSION[Marker]

REGULAR MEETING

April 4 2007

 

Present: R. Regan,  J. Campbell, D. Pattee,  J. Shaban, D. Stroetzel

Also present: Bozza & Kiani(Veolia Water), Javello, Gibbons(GLDC),  and Don Priest (Meadow Ridge)

Acting Chair Regan called the regular meeting to order at 7:50 pm

 

APPROVAL OF MINUTES

Motion: That the Water Pollution Control Commission accept the minutes of the March 7, 2007.  Campbell, Pattee.  Approved. Unanimous.

 

VEOLIA REPORT

Mr. Bozza provided the monthly report.  He reported the existing plant is functioning well. Mr. Bozza noted that performance is better now that the Meadow Ridge macerator is functioning correctly.  The flow from the downtown Georgetown area has increased to over 20,000 gpd.   Commission members discussed the sampling test results, particularly the strength of sewage from the Meadow Ridge facility.  Additional sampling was requested, along with sampling of the Georgetown sewer line over the next few months.

 

REPORT ON MEADOW RIDGE ISSUES

Motion: accept the offer from the Meadow Ridge management to delete all new garbage disposals from the new unit and to remove garbage disposal units from their existing facilities at the time of refurbishing, and that the Commission will continue to review the possibility of voluntary removal of existing garbage disposal units.  Pattee, Stroetzel.  Approved. Unanimous.

 

Mr. Javello (GLDC) noted that GLDC was not in favor of allowing the Meadow Ridge facility to continue the use of the existing garbage disposals.  He raised the concern about what the existing garbage disposal units are sending to the current plan and, in the future, to the new plant, and a concern that the Meadow Ridge grinder is a huge disposal sending materials to the plant.  Commission members noted that Tighe & Bond reported that Zenon had addressed the issue of garbage grinders and they would have no adverse impact on the Zenon system.

 

UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT

GLDC has requested a copy of the WPCC Regulations.  The Commission is currently undergoing a review and revisions of the regulations.  Mr. Gibbons of GLDC reported he is preparing the Georgetown WPCC regulations based on the existing regulations and the regulations being used by the town of Fairfield.  Garbage disposals will not be allowed in the development.

 

Work on the project is moving along as planned.

 

WPCC REGULATIONS

Mr. Shaban reported the committee met and made good progress on the revision.  He suggested the draft regulations prepared for GLDC and the regulations of the town of Fairfield be reviewed prior to finalizing the document.

 

REVIEW OF FINANCIAL STATUS

The financial reports were not available.

 

PUBLIC COMMENT

Mike Pilato, Redding:  reported there is a good deal of truck traffic between 4:30 am & 6 am and he finds this aggravating.  Mr. Pattee noted that this should not be happening.  The plant should not be getting deliveries that early.  Mr. Gibbons noted that construction does not start until 7 am.  Commission members agreed that this is not acceptable, and will check on the issue.
