WATER POLLUTION CONTROL COMMISSION
REGULAR MEETING
November 7, 2007

Mr. Shaban called the regular meeting to order at 7:30 pm in the Hearing Room of the Town Office Building.
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of October 3, 2007 as corrected. Pattee, Moisio. Approved. Unanimous.

Motion: That the Water Pollution Control Commission accept the minutes of October 17, 2007
as submitted. Regan, Moisio. Approved. 4-0-1. Pattee abstained.
DISCUSSION & ACTION/ELECTION OF OFFICERS
Mr. Regan announced his intent to not continue as Acting Chair of the Commission.
Motion: That the Water Pollution Control Commission elect John Shaban as Acting Chair, to serve until the time of the next regular election. Stroetzel, Moisio. Approved. Unanimous.
Commission members thanked Mr. Regan for his service as acting chair. Mr. Regan will continue working as a liaison with Veolia & GLDC and Mr. Shaban will focus on the legal issues.
Mr. Stroetzel asked the Commission to explore the potential of increasing membership and a broader representation on the Commission. The WPCC membership, as defined by ordinance, shall be made up of 7 members each of who shall be an elector of the Town of Redding appointed by the Board of Selectmen:
1 member nominated by the Planning Commission
1 member nominated by the Zoning Commission
1 member nominated by the Conservation commission1
1 member who is a resident of the Georgetown Fire District
2 members of the public at large
First Selectmen or his/her designee.
Motion: that the WPCC petition the Board of Selectmen for an advisory opinion on te legality and advisability of expanding the membership of the WPCC to include not only residents of Georgetown, but also property owners of Georgetown and, further, to create two alternate positions, with the purpose of creating a wider membership on the commission. Stroetzel, Regan.
Discussion of the motion followed.
Motion: move to table. Moisio, Pattee.
The Motion on the table was withdrawn by Mr. Stroetzel & Mr. Regan.
Mr. Stroetzel was designated to represent the WPCC in exploration of the concept discussed with the First Selectman.
REPORT FROM VEOLIA WATER
Mr. Bozza submitted his monthly report. The average flow (gpd) for the month was 63,402.
The new Zenon system will be fully operational tomorrow, 11/08/07. The system will be up and running and the SBR system will not be used.
The Veolia safety engineer will be on site on 11/08/07 to review and assess the plant.
Site visit: Mr. Bozza suggested commission members tour the site. Saturday, November 17, 2007 at 9:30 am was scheduled for the site visit.
Meadow Ridge usage: Mr. Bozza read the meters at Meadow Ridge on September 26 and October 26, 2007. The average gpd is 40,233. Commission members expressed a concern that the facility was nearing their allocated 45,000 gpd and the new wing of the facility is not yet fully occupied. Mr. Bozza will read the meters again on November 27, 2007.
Georgetown usage: the Georgetown usage ranges from 12,000 gpd to 25,000 gpd. Friday is the high usage day.
Grease: the grease in the collection system continues to be a problem. The Health Department conducts inspections of the grease traps on a quarterly basis. Letters were sent to the restaurants regarding the regular pumping of their grease traps, but the problem with grease continues. Commission members discussed the need for the restaurants to provide copies of their pump-out tickets. Mr. Shaban will draft and send a letter to the restaurants outlining the problem with the grease and adding the requirement for submission of pump-out tickets to the Tax Collector.
Old equipment: Mr. Bozza will prepare of list of equipment that will no longer be needed. Some of the items have little or no value. Other items may be of use to others.
Motion: that the Water Pollution Control Commission authorize Mr. Bozza to develop a list of items/equipment on site that is available for disposal or salvage. Moisio, Stroetzel. Approved. Unanimous.
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT
Mr. Penn reported the DEP had approved the remedial action plan, so the on-site an off-site work can begin. Drawings and specifications have been completed and put out to bid. A contract is expected to be signed shortly. The on-site work will begin in December. Off-site work will be delayed until next spring as DOT will not allow work on the roads between December 15 and April 15. Four major intersections will be addressed as part of the roadwork.
Mr. Hoey of Tighe & Bond reported the process has been finalized for activating the new plant using the membrane system. Activation is scheduled for Thursday, November 8, 2007. Veolia will officially be operating the new plant as a Class 4 plant.
DISCUSSION OF GEORGETOWN SPECIAL TAXING DISTRICT & OPEN INVOICES FOR SERVICES RELATIVE TO THE NEW TREATMENT FACILITY
Mr. Shaban & Mr. Regan met with GLDC regarding resolution of open issues.
PCO’s:
1. Awnings: agreement to split the cost of $3,979. Mr. Bozza noted that the awnings are necessary due to the sun glare.
2. Motion light sensor: this was determined not to be necessary.
3. Eyewash, $1,681, Georgetown Taxing District will take care of this.
4. Rotating beacon, $1,028, GTD will take care of this.
5. Computer work station, $6,000: Commission would like GTD to pick up this cost.
6. Carbon replacement, $11,000, this was determined to be an operating expense. Mr. Bozza will pursue this item for WPCC.
The Georgetown Taxing District will submit a progress payment for the project oversight of Veolia, for their work between August 2006 and April 2007. For the period from May 2007 through September 2007 GTD has proposed a specific amount for payment, while WPCC has a different number. Mr. Shaban recommended a third party mediator to resolve the issue. The third party will review the contract and invoices, and submit a non-binding opinion for consideration.
Motion: that the WPCC permit Mr Regan and Mr. Shaban to proceed with the Georgetown Taxing District according to the discussion to agree to split the cost of the awing, inform the GTD to delete the light motion sensor, accept the GTD offer to pay for the eye wash & rotating beacon, and while the Commission may not agree that the carbon replacement is an O & M cost, the WPCC will pick up that cost, and request that GTD pick up the cost of the second computer work station. Moisio, Stroetzel. Approved. Unanimous.
Motion: that the WPCC permit Mr. Regan and Mr. Shaban to communicate to the Georgetown Taxing District the wiliness to proceed as discussed, i.e. that the GTD does not dispute the invoices from August 2006 through April 2007, but wants to sit down in a mediation session to review the invoices from the period of May 2007 through September 2007, and that GTD is willing to make a progress payment of $32,258.28 without waiver of rights. Stroetzel, Moisio. Approved. Unanimous.
Mr. Penn added that the GTD is picking up the cost of the trailer and will need copies of the invoices. Mr. Bozza will submit them to Mr. Penn.
The plant will officially become a Class 4 plant on August 8, 2007. Veolia will stop the monitoring phase and begin the operational phase of work. Veolia submitted Amendment 3 for the operation of the plant for Commission consideration.
Motion: that the WPCC consents to Veolia billing for services as if the Amendment 3 to the Agreement for Operation, Maintenance, and Management Services between the Town of Redding and Veolia Water North America Operating Services LLC is in effect, subject to the right to review by counsel, and authorize the chair to notify Veolia Water North America Operating Services LLC in writing of this motion. Moisio, Regan. Approved. Unanimous.
MEADOW RIDGE HEALTH CARE
No one was present from the Meadow Ridge Health Care facility. Commission members discussed the apparent high flow of water usage. It appears that the flow, in excess of 40,000 gpd, might exceed the allocated 45,000 gpd. The Commission expects a representative of Meadow Ridge to attend the next regular meeting and discuss the flows and the level of occupancy at the facility.
REVIEW OF FINANCIAL STATUS
The Controller submitted the balance in the Usage Account and in the Assessment Account.
