REGULAR MEETING[Marker]

Acting Chair Regan called the regular meeting to order at 7:45 pm
 
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the Mach 7, 2007 as corrected. Moisio Pattee. Approved Unanimous.
Correction: page 1, under Veolia Report, under Fibrous material, change last word in sentence to sample; page 3, under WPCC Regulations, insert not, the subcommittee did not meet.
 
VEOLIA REPORT
Mr. Bozza presented the monthly operation report.  He noted the increase in solids, almost double, that was removed from the plant this month. The sample from the Meadow Ridge facility has been taken and is going through the testing process now.  He anticipates results very soon and will forward them to Mr. Regan. Flows from the Main Street pump station (Georgetown) averaged 15,772/gpd and the flow from Meadow Ridge averaged 29,385/gpd. The plant is continually burdened with solids in the form of long string-like material. The material collects on the float actuator assembly and is removed manually every day.
 
Mr. Shaban arrived (7:54 pm)
 
Solids pre-treatment systems: Mr. Bozza commented that a solids pre-treatment system at the Meadow Ridge facility could eliminate the problems the plant is encountering.  The pretreatment system would remove floating and non-sewage solids by use of a strainer/screen.  The removed solids could then be washed and ground up, and put in a dumpster. Commission members discussed the issue.  Installation of a pre-treatment system could reduce the current problems at the plant and minimize problems with the new plant.  Mr. Javello (GLDC) noted the importance of bringing the new plant on line with a problem-free condition.  The current configuration of the large screen installed after the macerator at Meadow Ridge may not address the problems as well as a pre-treatment system could.
 
Mr. Regan noted that Mr. Muccino (Meadow Ridge) was unable to attend the meeting by reported the following in an email, dated 3/7/07, 9:13 am, 
Great news, new grinder installed Thursday 2/22. At the time a baseball size rock was found in the incoming line that had grinder teeth marks on it in direct relationship to the teeth on the grinder. Seems to have been getting caught and when teeth reverse it was being shot back up the line. I have pictures of both the rock and the broken teeth that I will forward to you.
 
Our daily check of the screen since new install has been excellent. NOTHING is now escaping the grinder and catching on the screen!!!!!!! I really believe the problem of items not being macerated has been solved. We will continue with our education efforts and as before use of biodegradable items
 
Mr. St.Amand reported that the quantity of material had decreased slightly in the past week.  Commission members agreed that a pre-treatment system at Meadow Ridge in the long run could save them time & money, and may prevent problems with the new plant. 
 
Mr. Regan will contact Mr. Muccino regarding the current problems with the inflow and recommend that they consider installation of a pre-treatment system.
 
Mr. Bozza & Mr. St.Amand reported the trailer is now on site and the temporary lab has been set up.  Construction of the new plant is moving along very well.  Mr. Javello added that the start up schedule is being refined.  Mr. Pattee reminded Mr. Javello of the importance controlling the noise and odor, especially during the transition period.

WPCC REGULATIONS
Mr. Shaban, Mr. Pattee and Mr. Regan are making good progress in the review of the regulations. A revised draft copy should be available prior to the next meeting..
 
REVIEW OF FINANCIAL STATUS
The financial reports were not available.
 
Mr. Regan, Mrs. Moisio and Mr. Bozza scheduled a meeting to begin review of the Veolia contract.
 
OTHER BUSINESS
1. Grease Traps:   Mr. Campbell reported that Health Officer Doug Hartline completed an inspection of the grease traps this week. His report was not yet available.
2.  Garbage Disposal/Grinder issue:  Mr. Campbell raised the issue of garbage disposals/grinders.  The WPCC regulations clearly prohibit the use of these items, yet the units in the Meadow Ridge facility are equipped with them and the newest addition to the facility will include them.  Mr. Campbell recommended that the WPCC issue a directive that these units be removed or disabled, and he submitted a draft for review. Discussion followed.  The commission members were in agreement to go forward with requesting the removal or disabling of the units and imposition of a monthly fine.  Mr. Shaban will review the draft and ask town attorney Lavelle to review the contents.
Mr. Regan will convey this information to the Meadow Ridge management.
 
PUBLIC COMMENT
Mike Pilato:  commented that the garbage disposals should not have been put in the Meadow Ridge units during the construction and they should have them removed.
 
Dennis Tobin, Assistant Zoning Officer, Town of Redding (not present):  Mr. Tobin asked Mrs. Moisio to distribute copies of 2006 Stormwater Information Request to commission members.
