REGULAR MEETING
October 4, 2006

Acting Chair Regan called the regular meeting to order at 7:35 pm
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the September 6, 2006 as amended. Regan, Campbell. Approved Unanimous.
Correction: page 3, para. 2, change the sentence “The report noted that the findings are based on the current operating conditions and not on those projected for the new wastewater treatment expansion currently in the construction phase. ; page 3, para 2, last line, change would to could; page 2, under Meadow Ridge Issues, para 1, last line, …and the units under construction are proposed to include garbage grinders as well;

VEOLIA REPORT
Mr. Bozza submitted a written report. He reported a failure of pump #2 at the Main Street pump station. The pump was replaced with the spare, the well was pumped and cleaned. There was an extensive amount of adult diapers and feminine hygiene products in the pumping station well, as well as a large amount of grease. Mr. Bozza referred to the new F.O.G. (fats, oils & grease) regulations giving the WPCC increased authority, including disciplinary actions for violators who affect the operation of the wastewater treatment plants. Because of the heavy buildup of grease, Mr. Campbell agreed to discuss the matter of inspections with the Town’s Health Officer. Currently the grease traps/grease removals verification is checked four times per year. Mr. Campbell will request an inspection
immediately and discuss the need for more frequent inspections.
Mr. Bozza reported the sampler is now available for use. This device may be helpful in isolating the source of the material. Mr. Bozza will develop a program/system for the use of the sampler. In addition, he can insert a Doppler flow meter in the pump station to determine if the problem materials are coming from the Main Street area.
Mr. Bozza noted that the construction of the new facility is going well. Mr. St. Amand agreed that the work is not interfering with the operation of the plant. He added that the contractor, Nickerson, has been very cooperative, providing access as needed.
Mr. Bozza expressed a concern about the placement of some of the console/controls on the exterior of the building. Discussion of the problems followed. Mr. Valinski of Tighe & Bond responded with an explanation of why the plan has the console/controls located on the exterior of the building. Mr. Bozza is concerned about the location, being a tight space and potentially a problem dealing with snow removal. Mr. Valinski will revisit the plan to determine if there is a better location on the exterior of the building.
WPCC REGULATIONS
Mr. Shaban is still working on the draft of the regulations. He will circulate a revision and discussion will be scheduled for the next meeting.
REPORT ON MEADOW RIDGE ISSUES
The issue of garbage grinders was discussed. Don Priest of Meadow Ridge provided a study, “Kitchen Garbage Grinders in New York City” for Commission members to review. The existing residential units at Meadow Ridge are equipped with garbage grinders, and grinders are included in the plans for the units under construction.
Mr. Valinski stated that the new plant is set up to handle the use of garbage grinders. He will check further with Zenon regarding the use of garbage grinders.
Mr. Muccino reported the screen design has not been completed by the engineers. Mr. Muccino rigged a temporary screen to test the theory that materials were bypassing the grinder and entering into the sewer line. He found items that are not being handled sufficiently or bypassing the grinder. He is having the grinder checked. Some of the materials are coming from the Health Center. Mr. Muccino reported that education of the staff continues and, in some cases, staff members have been dismissed due to improper disposal of materials.
The generator has been set up and the wiring is complete. Mr. Muccino is waiting for the generator installation to be inspected by the Town.
Construction of the third phase is going well. Occupancy is scheduled for August 2007.
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT
Construction of the new treatment plant is going well. Mr. Regan requested information on the switchover/start up sequencing. Mr. Valinski responded that the O & M manuals are being collected and all documentation is expected to be available by December. The information will be assembled into manual form by February and the start-up is expected to be done in May. Mr. Regan noted that the Commission needs this information to plan for the increase manpower to manage plant.
Mr. Gibbons invited the Commission members to a Smart Growth Information Session sponsored by the Sierra Club and GLDC on Saturday, October 21, 2006 at 9 am.
The GLDC collection system installation will begin as part of the infrastructure installation, scheduled to begin soon. Tighe & Bond was recently given the go-ahead to start the design of the pump stations.
INTRODUCTION OF TRAMMEL CROW RESIDENTIAL
Representatives of Trammel Crow Residential will attend a meeting in the future when the plans with GLDC are more complete
REVIEW OF FINANCIAL STATUS
The financial reports were reviewed. Usage bill were just sent out. Some of the Commission’s expenses are not accurately reflected in the financial report, i.e. postage, recording secretary, etc.
Mrs. Moisio reported a discrepancy with the numbers for water usage at Meadow Ridge. The numbers provided by Meadow Ridge are significantly lower than the numbers provided by Veolia. The Meadow Ridge numbers for the quarter were not provided in a timely manner, the facility was billed based on Veolia numbers for the past quarter. Mr. Campbell will arrange a meeting with Mr. Regan, Mrs. Moisio, and Mr. Muccino of Meadow Ridge, to discuss the meter reading issues.
