REGULAR MEETING

 

December 6, 2006

Acting Chair Regan called the regular meeting to order at 7:32 pm

 

APPROVAL OF MINUTES

Motion: That the Water Pollution Control Commission accept the minutes of the November 1, 2006 as amended. Pattee, Moisio. Approved Unanimous.

Correction:  page 1, Veolia report, #3, it was blower #3 that failed; page 4, paragraph 2, line 3, suspended solids loading; paragraph 2, line 8, grinders continue.

 

VEOLIA REPORT

Mr. Bozza submitted a written report and reported on the following:

1.  TSS and BOD were in the normal range and discharge quality was excellent. 

 

2. Average flows from Meadow Ridge averaged 23,000 gallons/day; the Town pump station averaged 27,949 gallons/day.

 

3.  Flows increased during the last week of November, averaging between 65,000 and 67,000 gallons/day.  Over the weekend of 12/1-12/3, flows averaged 68,000gallons/day, Monday (12/4) the average was 75,000 gallons/day.  From Tuesday 12/5 to Wed. 12/6, the average peaked at 104,603 gallons/day and caused SBR #1 to overflow into the EQ tank.  All flows were kept in the treatment plant.  Mr. St.Amand & Mr. Bozza reported everything has been cleaned and things are back to normal.  He recommended the cause of the inflow be investigated.  Mr. St. Amand reported the flows from the Meadow Ridge facility have increased and are flowing as heavily at 1 am as 12 noon.  Mr. Regan notified Don Priest of Meadow Ridge that there may be a problem and asked him to check with the facility for an open valve or serious leak in the system.

 

4.  Mr. Bozza also reported an increase in the amount of “rags” in the system.  The Meadow Ridge grinder grinds material, but the material seems to bind together in long stringy material.

 

5.  Water well issues:  the Nickerson subcontractors have been told not to use the well for water, but it was used and caused a problem running the well dry.  Currently the well is being manually turned on & off as Mr. St.Amand & Mr. Bozza need water.

 

6.  Trailer:  the trailer to be used for Veolia office space is on order. Nickerson & Mr. St. Amand have agreed on a location for its installation.  Veolia is assuming the cost of the trailer of $185/month.

 

7.  Grease:  the amount of grease in the system continues to be a problem.  Mr. Campbell will contact Health Officer Hartline and arrange for another inspection of the grease traps in the Georgetown restaurants.

 

DISCUSSION AND POSSIBLE ACTION ON BUILDING PERMIT APPLICATION FOR 2 MAIN STREET

A representative of MacMillian Architects presented a plan for the renovation for Two Main Street.  The plan is for a restaurant/pub, serving 100/meals/day.  The existing grease trap on the location, a 1000 gallon grease trap, will be shared with Events, a business operating out of the same building.  The only exterior work planned is a handicap accessible ramp, the remaining work will be interior renovations.  The Zoning Commission accepted the application subject to review by the Health Officer, State Health Department and WPCC.

 

Commission members discussed the plan.  Discussion centered on the need to review available capacity.  Recent flows to the treatment indicate a reduction in available capacity.  More data is being collected on the flows. In addition, commission members requested additional information on the existing grease trap, including condition, and analysis of capacity.  The new  CT DEP FOG (Fats, Oils & Grease) regulations must be followed.

 

Mr. MacMillian was requested to revisit the flows from the planned restaurant/pub and get additional information on the condition of the grease trap for the next WPCC meeting.  The Commission will review capacity availability.

 

REPORT ON MEADOW RIDGE ISSUES

Mr. Regan reported he & Mr. Campbell met with Don Priest of Meadow Ridge on Friday, 12/01/06 to discuss the garbage grinders & grinder screen. Mr. Priest acknowledged the garbage grinders were installed without knowledge of the prohibition.  He is aware of their prohibition now, but disposals are still planned for the new section under construction.  Mr. Priest reported they are committed to installing the screen, but did not have a firm date for the installation.  Mr. Regan asked Mr. Priest for data on expected flows from the new sections of the facility.

 

Mr. Regan will check with Brett Muccino regarding the increased flows from the facility and will check on the daily meter readings that Meadow Ridge is doing. 

 

 

 

UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT

Garbage disposals:  Mr. Valinski of Tighe & Bond emailed information to Mr. Regan regarding his conversation with Zenon regarding garbage disposals.  Copy follows:

As a followup to last meeting's discussion, we had communications with Zenon/GE regarding the impact of garbage disposals with the membrane system.  Zenon has indicated that as long as we stay in the the design assumption and have proper pre-treatment, then we are okay.  Note that the facility was designed with 2 mm screening pre-treatment and the facility was designed with the higher biological loading associated with garbage disposals in-mind.  

Mr. Hoey reported that further documentation of the discussion is being obtained. 

 

Mr. Hoey also reported that the startup/conversion schedule is being worked on and a draft will be available by the end of the month.  Work at the plant is progressing nicely.

 

Bill for Veolia services:  The Construction Agreement with GLDC allows the Commission to pass along the costs incurred by Veolia for project review and oversight.  GLDC has requested further information and detail on the submitted invoice.  Mr. Soler explained that the appropriate documentation is required as the bill is actually being paid by the Georgetown Taxing District, not GLDC.  Mr. Bozza responded that the detailed information will be provided.

 

WPCC REGULATIONS

Mr. Shaban distributed a draft of the regulations.  Commission members were asked to review the draft and the changes.  Discussion will be scheduled for the next meeting.

 

REVIEW OF FINANCIAL STATUS

The financial reports were reviewed.

 

OTHER BUSINESS

Grease Traps:  Mr. Campbell submitted a draft of a letter to be sent to the two Georgetown restaurants that had grease traps that did not pass inspection.  The letter will be sent out on December 7, 2006.

 

PUBLIC COMMENT

Ralph Bosch:  expressed his concerns about the capacity issues discussed at the meeting.  He added that plans for expansion are being made and the Commission is saying that the capacity is limited.  He asked if there were plans for expanding the capacity of the plant to allow the Georgetown area to expand, or if the Commission planned to limit expansion or types of expansion.  The Zoning Commission has received another application for a restaurant at 60 Redding Road.  Mr. Regan responded that he has received a referral from the Zoning Commission on 60 Redding LLC for a restaurant, but did not have any detail on type of business or estimates of flows.  That information will be needed for the Commission review of the application.

 

 

 

Mr. Pattee responded with a summary of capacity issues: 

1. Phase 1, designed to meet existing need, 17,000 gpd.

2.  Phase 2, designed for Meadow Ridge capacity of 45,000 gpd, plus existing Georgetown capacity of 17,000 gpd and an additional 13,000 for Georgetown for future growth..

3.  Phase 3, designed for GLDC capacity of 170,000 gpd, to include the Meadow Ridge 45,000 gpd and Georgetown capacity 30,000 gpd, for a total of 245,000 gpd.  This plant is permitted for 245,000 gpd, but actually has the ability to have a capacity of 262,000 gpd.  There are no current plans to expand the capacity of the plant beyond the 245,000 gpd. 

 

Discussion of planning for the future followed.  Commission members stressed the importance of the Town’s boards and agencies working together on appropriate planning.  Any change to the planned 245,000 gpd capacity would require a change in the permit.

 

ZONING REFERRAL ON 60 REDDING ROAD LLC

Mr. Regan noted the referral from the Zoning Commission on 60 Redding Road.  No detail on flows or use of the property was included.  Mr. Regan will respond to the Zoning Commission that the WPCC cannot take any action at this point, adding the following points:

·        Capacity: The WPCC is reviewing the current capacity availability for the plant. Currently the daily discharge is averaging 28,000 gpd, very close to the 30,000 allotted for the Georgetown district.  The Commission is trying to resolve if this is the actual discharge or if it is abnormal for some reason.

·        Flow projection:  additional information is needed from the applicant regarding flow capacity for the property, and the applicant should present the request to the WPCC at their next meeting.

·        Grease:  the applicant should be made aware of the CT DEP regulations on FOG (Fats, Oils & Greases).
