REGULAR MEETING
May 3, 2006

Also present: Bozza  &  Kiani(Veolia), two representatives of GLDC, and two representatives of Meadow Ridge Health Care
 
Acting Chair Regan called the regular meeting to order at 7:38 pm
 
APPROVAL OF MINUTES
Motion: That the Water Pollution Control Commission accept the minutes of the April 5, 2006 meeting as corrected.  Pattee, Campbell. Approved. Unanimous.


Corrections:
1.  Page 1,under recognition, last sentence, insert word…Phase III design of the ….
2. Page 3, paragraph 3, $17.90/per 1000 gallons; paragraph 4, first line should read, The issue of how long GLDC would be responsible for plant performance was discussed at length.
 
VEOLIA REPORT
Mr. Bozza introduced Veolia area manager, Farzin Kiani.  Mr. Bozza reported the plant is functioning well and averaging 45,000 gallons per day.  Mr. Bozza’s written report explained the most recent event on April 23, 2006, the day Redding received about 4” of rain.  There was no discharge into the Norwalk River.  DEP was notified, and no further action was required by DEP.  There is still some infiltration or inflow into the collection system, coming down the pipe from the Meadow Ridge facility.
 
Mr. Regan also reported some of the Meadow Ridge pipe line manhole covers have been found in a condition that would allow surface water to enter the collection system. 
 
Pump station:  Mr. Bozza noted that the pump station has been pumped out and thoroughly cleaned.  Quantities of floatable objects and grease were removed.
 
GLDC project:  Mr. Bozza or his representative was asked to attend the GLDC monthly job construction meetings.  The Commission and Mr. Bozza discussed the role of Veolia in the construction phase.  The Commission asked Veolia to be the eyes and ears of the Commission during the construction.  GLDC is responsible for all construction testing.  The safety coordinators of Veolia will meet with the safety coordinator doing the work for GLDC to work out expectations.  Commission members reiterated that the oversight role of Veolia is separate from the services provided in managing the existing plant.
 
REPORT ON MEADOW RIDGE ISSUES
Brett Muccino and Jonathan Erickson of Meadow Ridge Health Care were present to address the recent rain event and heavy inflow to the treatment plant.  Mr. Muccino reported the Phase III construction site has been checked and that was not a contributor to the flow.  Many of the manhole covers and drain pipe line were found to be problematic, particularly due to inadequate construction/material.  This may have allowed ground water into the system.  Mr. Muccino is obtaining estimates for the work to correct the problems. In addition, new manhole gaskets have been ordered. A meeting is scheduled for Friday, May 5, to discuss this issue.  The WPCC asked for a progress report following that meeting.
 
Mr. Muccino reported the generator for the grinder is up and running.  Meadow Ridge has Malcom Pirnie working on recommendations/suggestions for a screen for the grinder.  Mr. Erickson will ask the WPCC to review these before going forward with a “screen” application.
 
Sampler: at the suggestion of Mr. Bozza, the WPCC will consider installing a sampler to measure the outflow from the Meadow Ridge facility.  Mr. Bozza believes the high BOD readings may be coming from that facility.  Mr. Bozza was asked to obtain cost estimates for a sampler.  A portable sampler could be considered, and the he will get estimates for purchase and for rent.  This may be a short time need.
 
Meter readings:  the meter readings and billing to Meadow Ridge was discussed.  The Tax Collector has billed Meadow Ridge based on Aquarion readings.  She noted that Aquarion does not submit readings on a regular basis and often estimates the readings.  Previously the WPCC requested Meadow Ridge to read the six meters on their property and fax the information to the Tax Collector for billing purposes. 
 
Motion:  move that the Redding Water Pollution Control Commission request the Meadow Ridge Health Care management to provide monthly readings of the six meters by fax to the Tax Collector, by the 25th of each month for the previous month.  Campbell, Shaban.  Approved. Unanimous.
 
UPDATE ON GEORGETOWN LAND DEVELOPMENT PROJECT
1. Sewer Service Agreement:  this document is finalized and ready for final signatures.
 
2.  Construction Agreement:  the recent draft, dated May 3, 2006, was reviewed. Changes were discussed.  The document will be reviewed by Town Counsel.
 
3. Construction schedule for plant conversion:  a letter was received from Mark Hoey of Tighe & Bond regarding the anticipated schedule for the conversion of the existing plant to the new plant.
 
REVIEW OF FINANCIAL STATUS
Financial documents for April were not available
 
OTHER BUSINESS
1.  SBR#2 Failure:  The Commission discussed the SBR#2 failure and associated costs.  Mr.
Shaban did some research on the insurance aspect. Mr. Regan reported that the Controller submitted a claim to the insurance company stating that the SBR#2 failed due to contamination.  The insurance company reviewed the incident, interviewed Health Officer Doug Hartline, Police Chief Doug Fuchs, Mike StAmand & Tony Bozza of Veolia, and WPCC members Pat Moisio & Rich Regan.  The insurance company issued a letter suggesting a re-filing of the claim stating only that the SBR#2 failed.  Mr. Shaban will review the letter and follow up.
 
Mr. Regan reported that the Health Officer and Police Chief did an investigation following the event and interviewed Meadow Ridge personnel.  Mr. Regan has requested a report on the investigation.
 
Mr. Regan reported that Meadow Ridge submitted payment for the November incident, the problem with the electrical failure of their grinder and the resulting problems.
 
Cost of March event:  the costs to date for the March event (SBR#2 failure) total $103,000.  The Commission discussed borrowing the funds from the Capital Account.
 
Motion:  move that the Redding Water Pollution Control Commission authorizes payment of invoices presented by Veolia in connection with the SBR#2 malfunction, $103,801.96 and borrow from the WPCC Capital Account as necessary, and continue attempts to recover costs from insurance, etc.  Pattee, Campbell. Approved. Unanimous.
 
2.  Request for water on Portland Avenue:  The Planning Commission received a request from residents on Portland Avenue to have public water brought to their residences.  First Selectman Ketcham is establishing a committee of representatives of the various Town agencies to explore the request.  Mr. Stroetzel added that the request to the Planning Commission was clear that it is only for water and not for sewer service/access.  Mr. Stroetzel will serve on the Committee, representing the WPCC. 
 
3.  Georgetown Fire District Request:  Mr. Pattee reported on a request from the Georgetown Fire District to the Conservation Commission regarding their property formerly used as a gas station and deli.  The Fire District intends to convert the property into Fire District office space.  This will be a change in use of the property.  As part of the conversion, an existing grease trap will be removed.
