WATER POLLUTION CONTROL COMMISSION
Regular Meeting
March 16, 2011

Present: T. Eubanks, D. Pattee, P. Moisio, R. Regan, T. Flagg, J. Shaban
Also present: R. Gervais (Veolia Water), T. Lepoutre

Chairman Shaban called the regular meeting of the WPCC to order at 7:33 pm.

APPROVAL OF MINUTES
Motion: move that the minutes of the February 16, 2011 meeting be accepted as submitted. Pattee, Flagg. Approved. Unanimous.

REPORT FROM VEOLIA WATER
Mr. Gervais highlighted his written report:
The cleaning of the membranes continues.  There is no provision/piping in the bottom of the tank for removal of solids.  The gray material/solids at the tank bottom were removed by vacuum.  The material did not respond to water mixing or slurring.  A sample was sent to the Danbury lab and confirmed that it was Alum precipitate.  There was an excess of two feet in the tank, likely an accumulation of the past three years. Mr. Gervais plans to do another pump down in a month to see what the depth of the deposit is.  Mr. Gervais is conscious of the costs to vacuum the tanks and removal of materials.

Mr. Gervais provided copies the magazine, TPO (Treatment Plant Operator).  The February issue included an article on the Georgetown Treatment Facility, and Mr. Gervais was highlighted in the article.

Mr. Gervais reported the recent rains have increased the amount of water into the system, much of it coming from the parking area at the plant.

UPDATE ON GLDC/GSTD
Mr. Shaban reported the lawsuit for taking ownership of the plant continues.  GSTD has a meeting with the USDA regarding their loan repayment pending.  Mr. Shaban, Mr. Regan, and representatives of GSTD met with the GSTD bondholders to discuss the situation.  The issues are moving slowly forward.

FINANCIAL STATUS AND APPROVAL OF INVOICES
Mrs. Moisio introduced Terry Lepoutre, the new Assistant Water Pollution Control Commission Administrator.  She and Terry have been working to reorganize and verify the financial records of the WPCC.

The financial documents were reviewed. The cash balance on hand as of today is $81,091.03.  The quarterly billing is scheduled for April 1.  Open invoices were reviewed, they totaled $51,391.41.  All invoices, with the exception of the March Veolia invoice, were approved for payment.  One invoice for Veolia reimbursables Nov/Dec. was approved at the previous meeting pending review, this invoice was not paid, but the review was completed and payment was authorized.

Motion: move that the WPCC approve payment of the following invoices:
CL&P, inv. 515224634029, for $2,191.67

Ace Deluca Hardware, dated 3/2/11, for $262.14

Hocon Gas, dated 2/17/11, for $64.99

Mary Maday, 2/24/11, $360

Little Blue Construction (snow plowing), inv. 110308, for $325.00

Pullman & Comley, inv. 24507, dated 3/14/11 for $880.23
Pullman & Comley, inv. 241668, dated 11/18/2010, for $880.00

Veolia monthly for February, inv. 1422, $24,353.69

Motion by Pattee, seconded by Moisio. Approved. Unanimous.

Clean Water Fund/Sewer Assessment Fund
Ms. Moisio is following up on the issue of payment of the WPCC portion of the Clean Water Loan.  She has been in contact with USBank and the State of Connecticut regarding the prepayment of the WPCC portion of the loan. Controller Gniadek is reluctant to make the partial payment on the loan without a new amortization schedule from the bank, and the bank is reluctant to issue a new amortization schedule. The WPCC’s intent is to pay off the WPCC portion of the Clean Water Loan, and create a capital reserve account with any remaining funds for future plant/system needs.
