LEGAL NOTICES

WARNING
NOTICE OF SPECIAL TOWN MEETING

        The Legal Voters in the Town of Redding, Connecticut, and those
        entitled to vote therein are hereby warned and notified to meet at
        the Special Town Meeting to be held in the Redding Town Hall Hearing
        Room, Redding, Connecticut on Thursday, February 25, 2010 at 7:30 P.M.
        for the following purpose:

                “To approve changes to the Ordinance for Tax Abatements for
                members of the Volunteer Fire/EMS Service and to approve the proposed
                Code Adoption Ordinance as recommended by the Board of Selectmen”

Ms. Ketcham called the meeting to order at 7:35 p.m. and requested nominations for a permanent moderator to run the meeting.  Motion was made, seconded and unanimously carried to elect Ward Mazzucco as permanent moderator.  Mr. Mazzucco accepted the position and asked Redding’s Town Clerk Michele Grande to read the legal notice into the record.  Ms. Grande read the attached legal notice.  Mr. Mazzucco noted that he had received a certification as to the publishing of the legal notice in accordance with Section 7-4 of the Connecticut General Statues.  There were two items on the agenda.  Mr. Mazzucco requested a motion to bring the first item before the meeting.  Motion was made and seconded to bring the following item before the meeting:  “To approve changes to the Ordinance for Tax Abatements for members of the Volunteer Fire/EMS Service.”  Ms. Ketcham addressed the two proposed changes for the eligibility requirements.  One change would add the words “or spouse” to the following:  1) Tax abatements shall be applied first to real estate appearing on the grand list in the name of the qualifying member “or spouse.”  This is due to the fact that several qualifying members' real estate is in the name of their spouse.  The second change is to change the filing date from March 1 to May 1 as follows:  2) Fire Departments shall submit for the following fiscal year signed forms with its members certification of eligibility and participation in the tax abatement program to the Tax Collector on or before May 1 of each fiscal year.  Ms. Ketcham said that May 1 is a more realistic date.  There were no questions from the audience regarding these changes.  Mr. Mazzucco thanked Ms. Ketcham for her explanation and asked the audience for a vote.  The motion was unanimously carried.  Motion was made and seconded to discuss the second item on the agenda:  “To approve the proposed Code Adoption Ordinance as recommended by the Board of Selectmen.”  Town Clerk Michele Grande explained that the old cumbersome code book, which she presented at the meeting, holds town ordinances dating back to the 1800’s, has 24 different types and fonts and is not very organized.  Ms. Grande hired a company called General Code to retype and organize the book.  No substantial changes were made.  Any new ordinances such as the Fire Abatement Ordinance that was passed here tonight would be included in the book.  The book will be available to all town departments as well as the public.  There were no public comments.  Mr. Mazzucco asked for a vote.  The motion was unanimously carried.  Being no further business to conduct there was a motion, second and unanimous vote to adjourn the meeting.
